The only NASA center (see www.nasa.gov/hqpao/nasa_centers.html) I know of
in Maryland is Goddard Space Flight Center in Greenbelt, Maryland, which
is a suburb of Washington, D.C.
A car is absolutely necessary; it's far enough outside the city that
public transportation will not be adequate for daily life.
If he's looking for a traditional Anglican parish, St. Luke's in Bladensburg
(about six miles from Goddard) is an excellent parish which has recently
been much in the news for standing up to attempts by the diocese to enforce
modernist ideas.
