| Romans 2 28-29
For a person is not a Jew who is one outwardly nor is true circumcism
something external or physical.
Rather a person is a Jew who is one inwardly and real circumcism is a
matter of the heart. It is spiritual and not literal. Such a person
receives praise not from others but from God.

| This was a key discussion in my Sunday School class a few weeks ago.
Patricia is correct in that to be born in one of the tribes of Israel
does not mean one is Jewish. If you remember in John 8 I believe
(maybe 10), Jesus spoke to the pharisees of their father NOT being
Abraham, but actually the devil himself. Romans is an excellent
commentary of how one is justified, not by the works of the law but of
faith. This would mean that one is not justified by works, but by
faith!

In the next chapter, Paul states, "What profit is there to be a Jew, or
what benefit is there in the circumcision? Much in every way, for they
are committed to the oracles of God" Later on Paul makes an argument
regarding justification by the law as opposed to faith...faith wins in
the end. In closing, he states that there is no advantage to be a Jew
rather than a greek (gentile), for the one is one over all.
If you look at the context of Romans 2,3 and 4, Paul is stating that
outward circumcision does NOT necessarily make one a Jew. This is what
you referred to in your verse. It is a circumcision of the heart that
counts. The mark of the Lord or circumcision of the heart is in direct
correlation to faith.
