To whom is the petitions being made? Mere angels?!?
I get all I need by praying to the Lord. I let the Lord discern how
the action of protection and enlightenement takes place.
Forgive me, but am I missing something here? It sounds to me as there
are prayers going out to angels, archangles, choir of principalities,
might Powers(?), celestial virtues (who?), powerful (whats' its),
thrones, and then more angels.... no thanks, I get all my needs from
the Lord. I do not know who or what these other things are.

| O praise the Lord from the heavens: praise him in the heights.
Praise him, all ye angels of his: praise him, all his host.
Praise him, sun and moon: praise him, all ye stars and light.
Praise him, all ye heavens, and ye waters that are above the heavens.
Let them praise the Name of the Lord: for he spake the word and they
were made; he commanded, and they were created.
He hath made them fast for ever and ever: he hath given them a law
which shall not be broken.
Praise the Lord from the earth, ye dragons and all deeps;
Fire and hail, snow and vapours, wind and storm, fulfilling his word;
Mountains and all hills; fruitful trees and all cedars;
Beasts and all cattle; creeping things and flying fowls;
Kings of the earth and all peoples; princes, and all judges of the world;
Young men and maidens, old men and children, praise the Name of the Lord:
for his Name only is excellent, and his praise above heaven and earth.
He shall exalt the horn of his people: all his saints shall praise him;
even the children of Israel, even the people that serveth him.

>Angels, Archangels, Thrones and Dominations, Principalities and Powers,

I can't tell whether this is a statement of fact or a request for
action. Since the whole text ends with an Amen, perhaps this is a
request style prayer. It could be a poem for meditation or a hymn
though, since many hymns over the ages have had Amen stuck on the end
of them.
>O ye Angels of the Lord, bless ye the Lord.
>Praise him, and magnify him for ever.
Pointless asking angels to do this because (a) that's their job
description and they know it, and (b) there's no biblical evidence to
suggest that all the angels can hear us when we say this. There are no
electronic mail addresses for angels that I know of.
[ ... apart from Irena ;-) ]
>O sacred Thrones, grant us peace with God and man;
A throne is a seat. Seats are not sentient. Therefore they cannot
receive such messages. Nor could they assist in this way.
>O brilliant Cherubim, illumine our minds with heavenly knowledge;
The role of Cherubim in the bible doesn't seem to lend itself to the
granting of knowledge. Dangerous looking things they are.
>O burning Seraphim, enkindle in our hearts the fire of charity. Amen.
Hmmm... As above.

This is one of two direct biblical quotations I supplied. You probably would
prefer the quotation in .2 over the one in .0, since the one is .2 is from the
Psalms, not from a bit of Daniel that some people reject. But the quote from
the Psalms in .2 is nearly identical.

Au contraire. See Colossians 1:16, where four of the nine choirs of angels
are specifically named: "thrones, dominions, principalities, powers".
