1398.0. "Mass enacts Boat Titling Law" by WMOIS::ROBERTSON () Tue May 01 1990 15:05

      Mass. Legislature enacts Boat Titling law during 1989.
    The law is in three parts and the section governing new boats goes
    into effect today.
    
      Did anyone read the "Outdoor" piece on the last page of the Worc.
    Telegram for Tuesday, May 1, 1990.
      I can't believe I didn't hear of this ruling before this. I'm in
    favor of protection of one's boat but does the state have to get
    involved. I've reached my limit in additional cost for this and every
    thing else....Anyway..  
      It talks to a law requiring "most motorboat owners" and additional
    crafts who will be subject to the law. The article spoke to crafts
    14 ft and over, both designed for a motor or 'not.  Will be subject to
    a $15 dollar fee. 
      Both new and used boats would be covered by the fee (no
    grandfathering) and the law is designed to safe guard boat from being
    stolen. 
        I've got to get off the term., I'm burned over this..

    SO... he did it..... The DUKE found yet another way to sqeeze money 
    out of the ROCK/STONE.
    
    The only design in this "boat titling" is to bring in revenue for the
    Commi-weath.
    
    So what's next..., LO-JACK for boats.... No wait..., inspections and
    emisions and stickers and so on... and so on..!!!!
    
    OH AND..... HIGHER/manditory insurance on boats..!! Hah, that's the
    ticket.!!

    	This has NOTHING, I repeat NOTHING to do with protecting boat
    owners from theft. See how well a title protects a car from theft? 
    All this is, is another revenue generation technique by our not so
    illustrious governor. Somebody should take him fishing... for sharks...

    I read an article last night about the titling and how it came about.
    It was stated that the boating industry and insurance industry lobbied
    for it. So I don't think you can blame Dutaxus.

    beleive this I have a jackalope farm for sale -if you are interested. 
    Why would anyone in their right mind suspect the Puke of trying to 
    screw people out of a few bucks?????  
    
    
    	My Dad(GR) would spend $1.00 to keep $.50 out of "those theves'"

    	Well, yesterday I called the Worcester Division of Recreational
    Vehicule and they said that any new registration processed in May,would
    have to pay for the new title fee.As far as the one that are already
    valid,you do not have to apply for the new title till you reregister
    the boat,even if it is 2 yrs till it expires.But if you plan to sell
    your boat you will need the title....
    
    	She also mentionned that in 2 yrs,that the price might go up.(The
    Duke might see that it is an easy way to get revenue and raise the
    price) :-(
    
    	So I will probably get mine titled while it is cheap before he
    decides that he might as well raise it to the same level as he did to
    cars.

    	If the Duke is still governor of the People's Republic of
    Massachusetts in two years then the people of Mass deserve whatever
    they get. Actually, he isn't even running for re-election so he won't
    be. Of course if the people of Mass elect another Massachusettes
    democrat then they deserve whatever they get also but that's probably a
    better topic for soapbox.

I notice you said those with/without motors? Does this mean that the lowlife 
wants us canoe owners to get a title also? It certainly reads that way.

Anyone know about the specifics of this titling law i.e. does it apply to 
documented boats????

Documentation is a way around Mass registration fees, hopefully this will 
hold for titling as well.

    Well, I just got off the phone with the Mass Registry Recreational
    Vehicle Division. I wanted to know what it cost to renew my
    registration on my 40 yr old, 14ft aluminum boat, powered by a
    4hp motor. The lady said it's "$30.00, but you should wait until
    next week, because after July 1, all boats will require a title.
    Cost $15.00." So the total will be $45.00. 
    
    For what ?

    I'm not gonna do it. I live on a private lake and I'll take my chances.
    
    This title fee seems to  be a way for them to avoid the roll back
    in fees after the "CLT." referendum passes in November.

			The fees are	-    $30.00  TWO year registration
					-    $15.00  LIFETIME Title

			Total 1ST time	-    $45.000

	Every TWO YEARS there after	-    $15.00 (Registration only)

    	In regards to the fees structure in the state of Mass., I heard a
    blurb on the radio the other day about an additional $5.00 being tacked
    on to the licenses( fishing, hunting/trapping, sportsmen etc.) which is
    supposed to be used by the state for the sole purpose of purchasing
    land that will be used as fish and game reserves. If that is all that
    the money would be used for I don't have any problem with that. My only
    concern is that it will be siphoned off to help cure state fiscal woes
    instead of being used for what the state is implementing it for.

        I heard that the law is written in such a way that the money
    can only be used for it's original purpose. (buying land) Thsi land
    will be open to all for hunting,fishing,trapping, and I suppose
    for the non-animal harvesting type people, who like to ruin your
    day by riding dirt bikes all around you and others who like to screw
    up your day.
    
    As an aside  a few years ago Dukakis took some $200,000 out of the
    fish and wildlife program and used it for something else. He was
    ordered by the courts to return the money. As far as i know it has
    never been returned.

    p.s. I think the "land stamp" is a good idea as long as land is
    bought. My only problem is, where are they going to buy the land.
    Mass is getting built up at a great rate and the land is exspensive.

Actually it may not be a bad idea to collect some land stamp money.
Several pieces of property in Acton have been bought with money from 
"the state".  This is what the natives refer to as "conservation land".

Coonass would recognize it as prime mosquito swamp but no cypress trees 
and not deep enough for fish.

Most of it is not buildable and it is nice to have some open land that
can't be developed around the town.

I do wish that they would get some land around fishing areas like a nice
access to Nagog Pond.  Wonderful looking fishing hole that is used by
Concord as a water supply.  They should use the Concord river and they would 
not have to pump the water so far :-)

    I believe that you can deduct the tax on gas bought for off road use!
    
    At least there is a place on the 1040 for this.
    
    Gas bought at marinas is more expensive but includes a tax which goes
    to the Coast Guard.  I don't believe a state highway use tax is
    included in this.
