    In note 1003.48 Lee Geibel mentioned NH's new boat registration
    deal.  I know this brings up questions so I figured I'd start 
    a new note for it.                        
                                              
    I had heard rumor that NH was changing to 'normal' bow numbers like 
    most other states and was hoping it was true - figuring they'd open 
    up reciprosity with other states as well.  I called for details...  
                                                                      
    YES, NH is going to bow numbers and NO we will still not be reciprocal
    with other states.  
    
    If you currently have a NH coast guard registration (bow numbers)
    as well as a NH inland waters plate (like me) then when you receive
    your re-registration form, if the numbers do not match your coast
    guard numbers, write in your coast guard numbers (and a note saying
    what your doing) and send it back to them.  Even though your coast
    guard registration may not expire until `91, you still have to get
    a NH inland water sticker to put on the boat as well.
    
    Out of state boats will receive a secondary-use sticker for their
    boats rather than the current plate.  However they want this placed
    on the bow -- and some local sates prohibit this.
    
    If your a NH resident and have your boat registered as a non-resident
    in another state - you will have to remove those bow numbers, put
    on NH bow numbers and get a secondary use sticker from that other
    state.
    
    That's about all the details I recall at the moment.  But if you
    have any questions I may be able to help.  I spoke to the boat desk
    at Concord (603)271-2251 for about 10 mins.  The woman I spoke with
    seemed to know what was going on.

    I called to inquire (complain) about the new registration method.
    The number DonMac gave is to the switch board.  The number was busy,
    and she said I wanted 603-271-2333.

    The deal about secondary use stickers is what upsets me.  This sounds like
    it means we need a sticker for every state we intend to fish in.  Also,
    I paid good money for my MA tag and have a year left with it.  They want me
    to throw it away?

    If anyone out there is in the same boat, call and give them hell.  If we
    wanted this stuff, we'd move south one state.

    Just called the NH number for a NEW registration as I moved up from
    MA last Sept. (never did get to fish in NH :-( ). They don't have the
    new forms yet! Also called MA. for an explination on this extra
    sticker stuff. The person I talked to said cover up the MA number
    while in NH. and I should be all set.... BTW .. NH and Wash. state
    are the only states non-rercip. on the registations. So I am going
    to put the NH numbers on a 'flip' board. This would hang over the
    The MA reg. while in NH...	Sure would be nice if they all where
    recip.    BTW. MA  NEW fee is $30.00 big ones for 2 years.

    Well as I have been reading the new entries since yesterday I guess
    I am not the only person getting alittle **** at N.H. new registration
    the only question I have is what the heck do we do if we cant get
    registered before April 1 ? since we cannot register at the motor
    vehicle office and havent received our forms yet are we leagally
    alowed to take our boats out since its not the sportsman fault for the
    delay in registration?

    New news from NH dept  of motor vehicles,
    
        went to see about registering my boat on Fri. and they got the
    new forms on thurs. if you want to register right away you should
    get up to motor vehicles since they are going to start sending out
    the forms and after you receive the form you have to fill it out
    and take it to a boat dealer to get a temporary registration or
    go  to motor vehicle and get the reg. form done there.
      Word of warning be prepared for about 45 min of paper work 
    it took them about that long to get mine done, Also the reg. rates
    went up (if you go by my boat its a 50% increase) it cost me 8.50
    last year and 12.50 this year, I dont even want to think about what
    its going to cost me to reg. my onew boat when I pick it up.
    
    
                  Well thats about all the info for now.
    oh yeah for you N.H. fisherman who fish the merrimack you need to
    register INLAND AND TIDAL BOTH  (no price diference).

    I hand delivered a letter to my neighbor, who is a state representative,
    explaining my concerns about this mess.  She said she was not aware of
    what was going on and that the house just voted to pass the boating laws
    as they were recommended by the Boating Committee.  She promised that
    she would pass my letter on to the boating committee and to the tourism
    committee.

    If you are as miffed as I am, why don't you complain to your
    representative also. This probably won't help this year, but maybe next.

    Dear Sue,

    I am sure that you know that I enjoy fishing and boating.  In the past,
    all that is necessary is to pay a fee to New Hampshire and get a license
    plate for the boat.  This allowed me to use my boat only in NH.  If I
    wanted to use it in other states, I need a bow number from that state or
    any of the 48 states that have a reciprocal arrangement.  (Not too bad)

    Now, New Hampshire has decided to go to a bow numbering system.  The big
    catch is that is still non-reciprocal.  If anyone from another state
    wants to use their boat in NH, they must pay NH a fee and obtain a
    sticker. (So much for reciprocity)  The problem is that NH residents
    must now put a NH bow number on their boat.  To use their boat in
    another state, they must get a "Alternate Use Sticker" for the state
    they want to use the boat in.  This sticker does not exist in most
    states and by its nature, a different sticker would be required  for
    each and every state you wanted to use your boat in. This is a very big
    hassle and expense for New Hampshire residents. I know several people
    from work that are also very unhappy with all the hassles being dumped
    on us.

    You may think, "Well, he will work it out.  The revenue we get from
    out-of-state boats is what's important."   You do get a lot of revenue I
    am sure, but you also loose a lot.  I know lots of fishermen that will
    not come up here because "I won't pay NH $30-$150 to register my boat."
    Because of that, NH lost $27 for a fishing license.  How many people do
    you think go to NY, VT or ME instead of NH for their vacation because
    their boat can be used there?  What is the loss in tourism? Do we really
    make as much money on boat registrations as we loose in tourism?  I
    think it is time that New Hampshire joined the other 48 states that have
    reciprocity.

    Heard on the radio this morning that NH has extended it's registration
    deadline to May 1st - our boats are legal with last years registration
    until May 1st.  They blamed the delay on the company who is printing
    up the regsitration forms 8^)....
    
    donmac - who will be sending off letters of disgust with the
    	     reciprocity issue to his 4 state reps this evening...

    Ill also take off the old plate and fill those holes in too. (I
    think there are at least 6 holes cause the bozos changed hole

    Now so I dont have to buy the numbers from the 'Yuppie' boat dealer

    I am not sure I understand about the non reciprocal nature of the
    NH registration. Now that we do have bow numbers that seem to be
    the same as any other state, are we not allowed to use our boat
    in other states? What are we suppose to do if we want this privlege?
    put a new states registration numbers over the NH variety?
    
    I plan to tke my NH registered boat into Canada next month, can
    anyone advise me as what I have to do to make it legal? Will I be
    stopped at the boarder if I either don't do anything or wait until
    I'm up there to register it?

    and eyebrow.  I didn't ask about registration and nobody seemed
    to care.  I'd be interested in finding out how badly I broke the

    The people at the registry in Worchester told me that Mass numbers are
    good in 48 states, Canada and other undisclosed countrys.  Quebec
    regulations require a boat to have numbers for over 10hp.  This may or
    may not be the case in other provinces.  If you have NH numbers you
    might get away with it.  Then again .....

    1989? I just registered my "other" boat in N.H. and it had Mass.
    numbers already on it, they issued me a blue sticker with the C.G.
    emblem on it. I told them I was going to use it, not only on inland
    waters, but also in tidal water. I'm hoping I can also use it in

I received a letter yesterday from State Rep. Laura Pantelakos, in repsonse
to a letter that I had sent awhile back (to her and many other Reps) about 
NH's non-reciprocity.  

Included with her note was a copy of an amendment that was passed May 4th 
that, amongst other things, will establish a "Study Committee" to study:

(a) Examination of the fee structure and assessed valuation for registration
    of boats in both fresh and tidal waters. 

(b) Justification for fees charged and methods of determining assessed
    valuation for boats.

(c) Distribution and uses of fees collected.

(d) Examination of the feasibility of reciprocity with other states.

She also enclosed a copy of a letter from Asst. Comm. Douglas Patch concerning
boat registrations.  The letter stated that Maine, Vermont, New York and 
Connecticut have indicated they will recognize our NH registrations.

    	To be honest, I don't think that the powers that be in NH want to be 
    reciprocal with Mass.. There is already an overcrowding/access problem 
    on some of the major NH bodies of water. In a recent boater saftey 
    course, the instructor said that a good day on a weekend results in 
    12-15,000 boats on Winni. Allowing Mass. boaters unrestricted access 
    could make the overall situation worse.
    
    	Also, it is probably thought that there won't be many from Conn.,
    and N.Y. coming to N.H. and that Maine has so many nice bodies
    of water without as many crowding problems, you won't get that many
    Maine people either. If anything, you'll probably have more NH people
    heading to Maine which may work to relieve some of the pressure
    on the major NH waters.

    it would be a good idea to use that number for the NH registration
   for two reasons, 1, I wouldn't have to buy new numbers, 2, they may
    give me the correct color validation sticker if I request tidal
   water use. WHAT LUCK, IT's BLUE. I guess if no one looks too close

    I have a question that hasn't been addressed yet:
    
    I am planning to buy a crawdad to replace the canoe. It will be
    powered by a Minn Kota elec motor, and eventually by a gas motor,
    so it will need to be registered (rats). Anyhow, since I live in
    MA, but do most of my boating in NH, specifically Winni and
    surrounding areas, what are my options? The in-laws have a place
    up there, so a NH address could be given, but then what would I
    have to do to use it in MA if I wanted? If I register it in MA,
    what do I have to do to use it in NH? How much will all this cost?
    
    Specifically,
    
    	What does it cost to reg a boat in NH?
       	What does it cost to reg a boat in MA?
       	What does it cost to use a MA boat in NH?
       	What does it cost to use a NH boat in MA?
    
    	and how long are these priviledges extended..?

    Do you mean that if you have a boat (canoe, etc) registered in MA
    then you can get the secondary use sticker for $15 for NH? That
    doesn't sound *too* bad. What does it cost to register a boat in
    MA? 
    
    I just shot $90+ (not counting sales tax) yesterday morning at 
    the Registry to register a new car and renew my license...

A member of the committee who is studying NH's boating registration laws
gave me a call last night to let me know that October 12th at 7pm at the 
Kingswood Regional High School in Wolfeboro there will be a public hearing 
for proposed changes to New Hampshire's Boat Registration program.  

The current draft that the study committee is looking at includes becoming 
reciprocal with other states!  This means that you could register your boat
primarily in NH as a NH resident - and be able to legally take your boat
to other states!  This also means that out of state boaters would not have
to purchase secondary-use stickers for use in NH.   

However, at the last meeting a representitive from the NH Boat Retailers 
association started opposing becoming reciprocal.  There are also a couple
of senators that are against becoming reciprocal.  I was told that right
now, the reciprocity issue could go either way.  It could probably make
it through the House, but may have problems in the Senate.

The member who called me, who is also a member of the Fish and Game 
committee, encouraged me to let folks know that now is the time to have
your voice heard.  A good turnout for either opinion would probably swing
the vote.

There will also be a public hearing over by the seacost on Nov 1st.  I didn't 
get what city it was in, but it's at the Forestry Center by Yokins in Rt 1, 
if anyone is interested, I can find out.

    I imagine the main objection to reciprocity is loss of revenue to
    the state and whoever else profits from the fees paid by outsiders
    getting secondary use stickers.
    
    There's also the possibility that *more* boats than ever would show
    up in NH waters with reciprocity, something that a lot of people
    wouldn't want.
    
    Myself, I'm in favor of it, since I use my Crawdad in both Mass
    and NH, and I don't think I get my money's worth for what they charge
    me. Imagine, $35.00 just to use a little Crawdad boat for a year
    in NH! I think it's a gyp, but I have no choice. For better or worse,
    I think it's time to do it.

    Wow, your right!  I just called the Commonwealth Marine & Recreational 
    Vehicles Registration office and they confirmed it.  I asked if this
    was a "new" policy just to make sure the person know what they were
    talking about and they said yes it was - as long as the boat has
    numbers on the bow it's ok.  
    
    Earlier this year I spent a fair amount of time talking to these folks 
    and they had no intentions of doing this.  I haven't talked to the folks 
    in the NH office in awhile but the last time I did, they were not aware of 
    Mass changing their position.
    
    Anyway, that's great news!

    	Taken my registrations to a boat DEALER for stickers.  BOY, I'm
    GLAD they just MAIL me my little decals.  Is this ANOTHER way of taxing
    you twice for the same purchase Don?????  
    	BTW: Mine came last night.  Now, all I need are my fishing license,
    State parks pass for the car, and Fort Carson permit and it's ICE OUT
    time.  (Right after snow skiing with the kids this weekend.)  :-)

    Nope -- not a dupe for the Tax. These came to all previous boat owners
    direct from the state. to get 'validated' you bring them to your local
    dealer. The dealers collects all the $$.
    The PROBLEM is every one of the suckers says -- Valid till
    12/31/89 instead of 12/31/90. 
    Anyone know what we or the dealers have to do to rectify? MAybe just a
    pencil correction could be made by the dealer?

     Can anyone of you SNH people tell me where I can register my boat in
    the Nashua area. I went to city hall and they don't do them and when I
    dropped my boat off at Greens Marine they said that they told the state
    of N.H. to stick it until they get their act straighten out. So I guess
    Greens Marine won't be doing registrations any more!

    None of the dealers can do it right now because of the date screw up.
    You have to go to Concord.  Supposedly the dealers will be starightend
    out by Mar 15th - the day that we leave for FLA - I'd recommend going
    to Concord - otherwise I'll see ya down there 8^).

    I was surprised to receive an application form for NH boat reg renewal
    in the mail recently (I live in Mass). I sent it in with the fee and
    already have my new stickers and registration. Maybe you can call
    Concord and ask them if you can do it by mail if it's more convenient
    for you...
    
    Now I can use my boat in NH and Mass without having to pay double for
    the privilege - great!

     I did call the N.H. registry and they told me that there are a some
    of marinas that can process your registration. I asked if they had a
    listing of which marinas in my area that were set up for this and they
    gave me a couple of names. I called Cad Craft in Nashua and all you
    need is bow numbers on your boat. I will be taking a ride this week and
    let you know how I make out!!

    They can have most anything to HUdson overnight.  There prices seem
    pretty resonable  $8.50 for the outdrive sealing kit vs  $13.00 for
    the same thing at Middlesex Power.  They deal both OMC and Mercury.

    paid enough attention, but, its on the road that takes you towards
    Derry, which is the first left after crossing the bridge from Nashua.
    Irwin is just a little past  Alverne High School on the right.

    re .50  Ed, I know MPM is expensive but they were close and they had
    it when I needed it last year.  Even at Irwins, almose $9 for 
    a gasket, 3 O-rings and a rubber ring is realy rubbing your nose in
    it but if you wanna play ya gotta pay, right?.  
    
    At least I kept the money in the home state this year).

I have just purchased a 14ft Grumman (25hp, down riggers, depth finder) and 
now need to understand what I have to do about registration.

This is a used boat and has the Coast Guard registration numbers on the bow.  
The previous owner told me that those numbers stay with the boat and get 
transferred to me.  Is he correct?

Also, I know I will have to registrer the trailer with the state, but is there 
still a separate NH boat registration?  If so, where do I go to get that, and 
what documentation will I need?

Does the trailer have to be inspected?

    do you live in mass or nh?   if your from mass you need a secondary use
    sticker for NH - take your mass reg to a nh boat dealer and they'll
    take your money and give you a sticker...

    I live in Mass, but my boat is registered in NH. Now that NH boats
    can legally ply Massachusetts waters, it makes more sense to register
    the boat in NH and just use it in Mass instead of register it in Mass
    and pay again for a secondary use sticker for NH. I had to do that
    last year, but NH mailed me a 1990 registration form in the mail. I
    took 'm up on the offer and now I can freely use the boat anywhere
    without having to pay double!

    Legally, the boat should be registered in the state of primary use...
    I'm assuming that whichever state he lives in is the state in which it

    Hmmm. A fine point, but a point none the less... 
    
    I do spend more time in NH waters than Mass, since we go up there for
    several weekends and a week or two of vacation each year. I only use
    it in Mass every now and then, when I can throw it on the roof of the
    car for a few hours fishing.
    
    I suppose they'd hardly bother to check, however...

Thanks for the responses.

I do live in NH and will like use the boat mostly in NH.

BTW in this area the Amherst town hall is doing boat registrations.  This 
apparently means that boat dealers in some restricted area (town of Amherst?) 
cannot do registrations.  Guess they want the town clerk to get the fees.

I don't think this is true Don.  When a boat changes hands, a new set of
bow numbers are issued and the old ones are scraped off.

Yeah, I took my registration renewal form to Wilderness Marine in Amherst 
last week, but they're not doing them anymore.  They told me I had to go 
to the town hall.  It seems the state will not allow marinas to do the 
registrations if the town hall in that same town is also doing them.  The
town clerk does get the fee, but it's still only the same $1.50 that the
marinas were allowed to charge.  Wilderness Marine wasn't too upset about 
the situation.  They explained to me the hassle the state puts them through
for the $1.50, and as far as they were concerned the town clerk could have
the money.

    NH's reciprocity should finally be public knowledge.
    
    I got my `91 registration in the mail yesterday and there is a note 
    saying that NH is now reciprocal with other states.
