    Last week's Fisherman had more on the proposed striped bass regulations
    for 1994.  The first paragraph stated that Atlantic coast striped bass
    stocks have bounced back.  They have relealized that there are more
    recreational fisherman than expected.  If all states lowered the size
    limit to the current Federal limit of 28", it would impact the fishery.
    As a result, the new Federal limit will be 34". 
    
    That's the good news (IMHO).  What follows isn't.  I'm more concerned
    about lowering the length limit for recreational angling.  At least
    there is a cap for the commercial guys.  There are a lot of fish
    caught between 34-36".  I will quote the paragraph:
    
    "Now hear this!  "Commercial fisheries in the Atlantic ocean, since
    they are encumbered by landings cap and limitied seasons, will still be
    allowed by the
    plan to operate with minimum sizes of 28 incehes."  Mass. will propose
    a 34" minimum size for its commercial fishery, consistent with its
    recreational anglers, thus they would be uniform with all Atlantic
    seaboard stats.  Also: Mass may also propose an increase to its
    commercial landings cap from 238,000 pounds to about 300,000 pounds to
    compensate for the higher minimum size."
    
    It goes on to give dates for public hearings, but most are today or
    yesterday.  Then it suggests you write to express your opinions.  Send
