| Not that this has anything to do with VMSmail but I used to see this with
an older (maybe 3.3?) version of UCX where after a reboot I had to
do a UCX STOP MAIL and a UCX START MAIL.
Is the problem only with non-Digital domains (ie anything outside .dec.com)?

US%RMC:: is a definite workaround -- this syntax uses the DECnet
transport to get to the SMTP (IP) gateway.
I had stuck messages until I upgraded to the latest UCX ECO, and
also fixed up some oddities in the substitute domain, zone, and
alternate gateway settings...
Now the direct SMTP e-mail is working fine.
UCX> sho conf smtp
SMTP Configuration
...
Alternate gateway: RELAY.DEC.COM
General gateway: not defined
Substitute domain: HIDDEN, XDELTA.ZKO.DEC.COM
Zone: DEC.COM
Postmaster: HOFFMAN
Log file: SYS$SPECIFIC:[UCX_SMTP]UCX$SMTP_LOGFILE.LOG
