    I have a medical problem. Whenever I go out and try to walk,jog, or run
    my legs get extremely itchy and red. To the point that I can't keep
    walking. It's even worse when it's even worse if it's cold at all.
    What's wrong w/ me?

    I have a friend and a daughter who have exhibited both of these.
    A lot of people are allergic to the cold. Also, exercise will bring
    on symptoms such as you describe. I think the reaction to exercise 
    will often subside if you keep it up. I know my answers aren't
    really definitive but what you speak of I have heard of several
    times before.

    any other time?

    No I don't wear anything different when I exercise. I will wear shorts
    or sweatpants or etc...I could wear those things when I wasn't
    exercising and be fine.
    Is there anything I can do?

    I get that too, and so does my son, but I never heard of anyone else
    with this problem.  My observation has been that it is definately
    related to exertion in cool/cold temperatures.  I haven't noticed any
    fabric correlation, but any contact to the skin, pressure, or rubbing
    causes the itching to increase.  Scratching makes it excruciating. 
    Also, the parts of my legs that itch seem to be the parts that, uh,
    store the most fat.
    
    I've never found anything that helps other that stopping moving, and
    getting warm.  If I just lay my warm hand against the cold skin while at
    rest, it helps too.

    In that case heat urticaria (heat rash) may be the problem. Check with
    your doctor. One solution is of course, avoid strenuous exercise.

    FWIW, I too suffer itchiness (only on my thighs (front, inside, and
    back)) when first walking briskly in cold or cool weather. And, I too 
    found that the itchiness disappeared as my body warmed up. My former 
    race walking partner suffered the same phenomenon, thus, I don't think 
    its serious, just annoying.
