    Can anyone tell me what the Mass. regs. have to say about issuing
    hunting licenses to non U.S. citzens? 
    
    My friend Shimizu Hideki can never hope to hunt in Japan, and I'd like
    to give him a taste of the sport we all take for granted. ( i've taken
    him to the range to try out the pistols/rifles/shotguns, which he
    describes as "unbelievable opportunity". Remember that when the NRA
    dues come due. [ but then I'm "preaching to the choir", aren't I?])
    
    Honestly, it's enough to bring tears to your eyes. He's never even
    heard of Arisaka.
    
    Anyway, if anyone knows whether or not it would be possible for him to
    get some kind of resident alien license, I'd appreciate it if you could
    let me know before I risk disappointing him by mentioning it.

    I'm sitting here looking at last year's regs trying to help.
    
    It looks like they have both resident-alien licenses as well as non-
    resident-aliend licenses.  The other thing I see is a line that
    states: "Aliens must obtain permit from the Dept of Public Safety
    for possession of firearms prior to obtaining a hunting license."
    I assume a hunter saftey course is also required.
    
    You should call the field headquarters at (508)792-7270 to be safe.

I'd like to hear some more about what it takes to hunt legally in
Japan.  The reason I ask is that a few weeks ago, a lion escaped from
a Russian circus in Japan.  The circus had a tranq gun but nobody with
the circus or the police department could figure out how to use it
and they had to call in some local hunters to shoot it.  The actual
kill was shown in the film clip and it was an incredibly sloppy job.
After being shot, the lion fell down a cliff into some bush.  The
hunters followed up with a dozen or so shotgun blasts into the bush.
With all the restrictions on ownership and hunting, Japan seems to have
created a class of hunters that can't shoot or hunt.
