In Rhode Island, you register the boat, and if it is an outboard, you
also register the motor.
The laws will vary from stste to state- suggest you check with the
agency in your state responsible for boat registration.

you swap motors. at 20 bucks for 2 years, its one of the last bargains

right, well, close - its now (on dec 4th '89) $30 for 2
years, up from $24. The lady at the desk in Worcester said she hadn't
received many complaints about the increase - just a few snide remarks
of surprise that the increase was so modest {its now $60 to renew a
class 1 driver's licence in Mass}.
You MAY register the motor, they will put its serial number
on the registration if you want them to - but they say you're free to
change it any time you want to and you don't have to re-register the
new motor number if you do change it. This is convenient for those
of us who like to carry (3) spare engines. Since you have to show
evidence of having paid sales tax on "the boat" it is possible to
pay for the boat on a separate invoice to the "motor(s)", only the
boat invoice needs the sales tax certificate from the dealer. This is
only marginally legal and is therefore not recommended, but if you
bought a boat in NH and wanted to register it in mass you might want
to think about paying for the motor(s) on a separate invoice.

Marginally Legal?? Com'on Reg. You know they make those rules just to
challenge us creative types.
Its the ol' "Sell it to Me and I'll sell it to you" and then it won't
cost half as much as it did the last time you looked routine.

Trivia Du'Jour: A Steam propelled boat must be operated by a licenced
class II power plant operator. Bet cha did'n know that?

I hope this isnt correct. Im getting my steam canoe well along, hope to be
ready for the water in June. The engine is finished and tested, the boiler
has been hydro tested to 100psi, needs to be tested a bit higher when I get
the feed pump working. Next I build the burner and start the plumbing.
I understand the requirement for steamboats doesnt apply under 40'
