I am working on a "request for comment" that my customer has responded to the 
U.S.Geological Survey.  It is for the Data handling facility for Landsat 7.
I am trying to convince my customer to team with digital, and I need more info
on:

1) cost of the current landsats, downlink time, cost of lost data
2) problems that the current data handling facility may have,
3) where does the u.s.g.s. get their funding from?
4) does the u.s.g.s bill customers for getting landsat data?  how much? how is
    it currently done?  how long does it take?  
5) is there any competition for the u.s.g.s. for landsat type data? ie other countries
     like France?  what does this mean to them?
6) any other good info like the above that I can't think of right now!

any help or directions in finding this data, the public library, wherever!
