President Bush today kicked-off International
Space Year (ISY) - a year-long, worldwide celebration
of space cooperation and discovery. Participating in
the White House event were NASA Administrator
Richard H. Truly, the crews of four of NASA's most
recent Space Shuttle missions, ISY dignitaries, and
students and teachers from the Young Astronaut
Program.
During the year, 29 space agencies and
ministries from around the world, 10 international
organizations and the United Nations will celebrate
the spirit of discovery and will work together to
promote a new era of global cooperation and to
increase knowledge of planet Earth.
NASA has been designated by Congress as the lead
U.S. agency responsible for developing and monitoring
ISY events domestically and internationally. Dr.
Lennard Fisk, NASA's Associate Administrator for Space
Science and Applications, is the lead representative
for the U.S. ISY initiative.
In 1985, the late Senator Spark Matsunaga from
Hawaii proposed a 1992 International Space Year to
commemorate the 500th anniversary of Columbus'
discovering the New World and the 35th anniversary of
the International Geophysical Year that ushered in the
space age. Congress adopted ISY in 1986 and the
United Nations General Assembly endorsed it in 1989.
Today it has developed into a worldwide space
activity.
The dominant themes of ISY are global
cooperation, discovery, exploration and education.
International activities for ISY are coordinated by
the Space Agency Forum of ISY (SAFISY), whose
membership is comprised of 29 space agencies and
ministries from around the world.
SAFISY has identified Mission to Planet Earth as
the primary theme for ISY. Scientists around the
world are observing and studying the planet to better
understand the complex interactions between land,
water, air and ice and assess such threats as global
warming, deforestation and ozone depletion.
NASA's Mission to Planet Earth began in 1991
with the launch of the Upper Atmospheric Research
Satellite and will continue in 1992 with the Atlas-1
Spacelab mission, an international mission that will
study Earth's atmosphere and the sun. Later in 1992,
Topex Poseidon, a joint mission with France, will
study ocean topography and its role in climate.
In addition, hundreds of education programs and
public events are planned throughout the world to
highlight discovery, exploration and humanity's future
in space. The projects include curricula, contests,
exhibits, films, television series and interactive
teacher workshops.
NASA's Education Division chairs a subgroup on
education, comprised of representatives from
government, private organizations and the aerospace
industry. NASA has prepared an Educational Activities
Catalogue which will be updated quarterly. The
catalog lists activities and provides names and phone
numbers of contacts. To request a copy, write to

The U.S. International Space Year Association
(US-ISY) was established with support from NASA to
provide information on ISY events. US-ISY publishes a
list of activities that can be obtained by writing US-

During a White House event today, at which
President Bush kicked-off International Space Year,
NASA and the Young Astronaut Council announced a
student space art contest called Outer Sight. U.S.
students in grades K through 9 are invited to take a
trip to their sketchpad, explore their imagination and
launch their vision of space exploration. The winning
design will become a NASA commemorative International
Space Year 1992 poster.
Official entry forms will be distributed through
the 26,000 Young Astronaut chapters throughout the
nation. Entries must be postmarked no later than
April 15, 1992. Winners will be notified by May 31,
1992.
There will be 12 winners selected, four from
each of three levels: grades K-3, 4-6 and 7-9. The
grand prize entry will become a NASA commemorative ISY
poster. Entries will be judged by a distinguished
panel with representatives from NASA, the Young
Astronaut Council, the ISY Association, and recognized
professional artists. Submissions will be judged on
the basis of creativity, presentation, technical
ability and appropriateness to ISY.
Commenting on the contest, NASA Administrator
Richard H. Truly said, "NASA is delighted to join the
Young Astronauts Council in launching this exciting
and inspiring educational activity. ISY is a year-
long celebration of our accomplishments in space and
our commitment to press forward in exploration,
discovery and scientific inquiry."
"Our future in space rests in the dreams and
imaginations of today's students," said T. Wendell
Butler, President, Young Astronaut Council.
"Exploring space, like all great pioneering journeys
in history, begins with an idea and is limited only by
our dreams and imaginations. We are asking children
to use their creative talents to capture in a poster
the spirit of ISY and their vision of future space
exploration."
During the ISY year-long observance, 29 space
agencies and ministries from around the world, 10
international organizations and the United Nations
will be celebrating the spirit of discovery and will
be working together to promote a new era of global
cooperation and to increase our knowledge of planet
Earth.

NASA Administrator Daniel S. Goldin has endorsed the creation of a
Space Agency Forum (SAF) to coordinate activities among the leaders of the
world's space agencies to prevent duplication and overlap.
"This forum will be a place where space leaders can communicate, and I
strongly endorse its formation," Goldin said."
"SAF could serve as a place to promote international cooperation. We
need a way to improve the coordination of activities among the leaders of the
world's space agencies. In an era of tight budgets, duplication and overlap are
a luxury we cannot afford," Golden said in a speech to the World Space
Congress.
Hubert Curien, French Minister for Research and Space and Honory
Chairman of the Space Agency Forum on International Space Year (SAFISY)
proposed the creation of SAF as a follow-on to SAFISY.
This proposal was adopted and a planning group, including the United
States, Japan, Europe, Russia, Canada, Brazil and China, has been formed to
work out details for the operation of the proposed new organization. The first
SAF meeting will be Feb. 25-26, 1993, in Genoa, Italy.
SAFISY Lists Accomplishments
Members of SAFISY, which was created in 1988 to coordinate activities
for the International Space Year, listed numerous accomplishments in the
fields of Earth science and technology, space education and applications, and
space science.
More than 80 delegates from 29 space agencies agreed that SAFISY has
been instrumental in furthering international cooperation and acknowledged
several major accomplishments including:
o advancing the current scientific understanding of global environmental
change;
o producing new, innovative products for use by the science community;
o enhancing existing cooperation and establishing new partnerships
between space organizations, academic and public research organizations;
o emphasizing the role of developing countries in space activities;
o leveraging the knowledge and technical resources of the space agencies
to a new area of focus: education and outreach; and
o initiating a new and unique process to facilitate international space
cooperation in years to come.
Additional Meeting Results
o agreement to endorse the first international festival of "The Arts and
Space," scheduled for Feb. 25-28, 1993, in Cannes, France.
o agreement to endorse the development of an ISY-Yearbook by the U.S.
ISY Association.

SPACE AGENCY FORUM INTERNATIONAL SPACE YEAR (SAFISY) ACCOMPLISHMENTS
The international cooperation that occurred as a result of the SAFISY
activity yielded a number of scientific and remote sensing application training
workshops. In addition, a number of products were identified at the SAFISY
V Meeting, held Aug. 28-29, 1992, in Washington, D.C. Some of these
products include:
GEDEX CD-ROM -- Several projects by the Earth science and space
science panels resulted in new products for use by the science community.
Under the SAFISY Greenhouse Effect Detection Experiment (GEDEX), a
project lead by NASA's Dr. Robert Schiffer, a CD-ROM was created of
atmospheric data sets contributed from the international project participants.
The CD-ROM includes such data sets as surface temperature, upper air
temperature, satellite, and surface radiation. For more information, contact

Compact Disk of Astronomical Catalogs -- In an effort to make

ISY World Forest Watch Conference Proceedings -- As a result of an
international, SAFISY-sponsored research project and conference held may

Geoscope -- This electronic global change encyclopedia will enable

the science community.
