Subject: OPEN SKIES - Cooperative Satellite Usage Legislation HR 4036

Congressman Bob Mrazek (D-3rd District, NY) recently devoted his
entire June newsletter to the issue of Space. The newsletter bore the
headline:
"OPEN SKIES:" A Space Policy to Benefit Humanity
and focused on President Eisenhower's plan for monitoring the
world, particularly military expansionism.
Representative Mrazek has introduced legislation in the House to
establish a national commission to examine how satellite monitoring
agreements could increase security and stability for all nations.
Bob's quite pro-space, and in the same newsletter called the Space
Station and manned Mars exploration ideas that "are having trouble
gaining the support they deserve."
His legislation, HR 4036, is an important step in cooperative
space ventures. Even though it is not about manned flight, this
legislation can help pave the way for later cooperative ventures and
can help the public see how space can benefit them.
I would urge everyone to write and ask their Representative to
CO-SPONSOR HR 4036, so that this can become a bill and get passed into
legislation. Since this isn't a project that would drain NASA's
resources at all, but WOULD further interest and involvement in space
and the launching, use, coordination of satellites, there is not
likely to be as much opposition to this as to a big expenditure package.
Nevertheless, it needs our support. Please ask your
representative to co-sponsor or support HR 4036 ("Open Skies").
