    I heard on the news this morning it was probable that a replacement
    for the shuttle Challenger would not be built.  This bodes ill for
    the space station program, some designs of which would require a
    number of shuttle flights just to build the basic station (although
    there is a push toward a simpler initial station design now).  The
    news story went on to say the shuttle would only be used for scientific
    (and obviously military) missions, while ELVs would be used for
    launching satellites.

    As many people have pointed out, it really would be a waste of
    money to build another orbiter until any redesign plans are
    completed.

    	the orbiter itself, just its external propulsion system,

The damage to the space station program may not be as severe as
you think.  Why could not at least some of those several shuttle
flight loads of material be done with ELVs?  It would then take
at least one shuttle flight for assembly.

    The current space station design centres around the size of the
    shuttle payload bay. None of the existing ELVs can carry as wide
    a payload (15 feet, I think). The proposed Hughes/Boeing MLV would
    be capable of carrying the current design or something quite a bit
    larger. This weeks AW&ST has some discussion about the MLV proposal
    and an interesting article by Owen Garriott proposing a different
    space station program based on the MLV.

    In the usual world of politics, things seem to change daily.  I
    heard a story on this morning's news that President Reagan will
    "probably" recommend a replacement orbiter.  The big question
    is how to pay for it.
    
    Not that I want to be suspicious, but this sure seems like a
    political ploy to me.  Nice little Ronnie wants a new shuttle,
    but big bad congress won't give NASA the money.

    The new orbiter that RR is proposing would be especially built for
    use out of Vandenberg.  It's planned to be lighter than the current
    fleet.  The launch into polar orbit takes a lot more power and the
    Air Force was looking at smaller payloads using the current fleet.
    
    It's not clear where, if anywhere, the funding would come from.
