Any scp that uses the tr command or any command that is language
sensitive must insure had the language related environment
variables are set up correctly. The scps must also be tested in
an international environment. Currently there are some scps that
attempt to use language sensitive commands like tr. When these
scps are run in an international environment such as German the
effected text string is garbage and meaningless.
