This sounds correct to me. There is a ring initialization for any
membership change event. If you are dual-homed then you can plug
and unplug the backup link all day without a ring init.

Ring inits are not necessarily bad. They must be taken into context
with other counters and activity on the ring. On a stable ring you
should have no inits. If you do have inits then you have to hunt around
to see if any members have error counts that could implicate a bad
section of fiber/wire. If nodes are added or removed then you can
expect counts.
