    I'm working a customer problem that concers the DEMFA -
    
    Customer has two VAX 9000s in an MDF VAXcluster configuration over
    FDDI. On each 9000 he has two DEMFAs and a DEMNA.  When he tries to do
    an NCP connect (some DECserver) via MFA-0 over the DEMFA that has
    DECnet running he gets the SS$_DEVREQERR error.  If he stops DECnet
    and restarts it on the DEMNA he's able to do the connect over MFA-0.  
                                                  
    Under what conditions will SS$_DEVREQERR be returned?

|     COnditions that cause SS$_DEVREQERR on VMS/DEMFA:
    
    	1) More than one ALL MULTICAST user attempting to start
    	2) On older firmware, a promiscuous user start
    	3) When upgrading firmware, if thge console key is in the
    	   wrong position
    	4) unknown other bugs in the driver/device
