| I think only the committee chairman believed "end 1991". Anyway, it's not done
yet, it's making progress, it'll probably go out for another ballot cycle in
April. If so, it will either turn out to be pretty solid (in which case
a real officially-approved standard will still take some time) or it will
turn out still to be controversial, in which case the schedule is anybody's
guess...
So, with luck the thing will be technically near-frozen by the fall. But
stay tuned...

| There is no simple answer to that question, partly because it takes a lot
of background to explain some of it, partly because some of it is historical
or political controversy rather than intellegible technical disagreement,
and so on. And some of it is simply the fact that it takes a lot of time
to do anything in a committee of 100.

| Yes, there definitely will be substantial changes from what is in 6.2
Is 6.2 the latest? Depends on how you define that. It's not the latest
SMT spec document that exists (there have been, I think, 3 since then).
It IS, however, the latest released by the SMT committee for general review.
I'm not sure the difference matters much.
A more interesting question is what one would implement to be compatible
with what's out there. The answer is 6.2 -- however, that answer is almost
certainly going to change in about 3 months.
