Ok World, 

Here is a strange ELMS problem for you.  Twice in the past month a
customer has called into the CSC with the following symptoms:

	1) ELMs IVP does not fail not does it pass, it HANGS.
	   A control_y during the hang caused the IVP to return
	   a successful verification message.

	2) If (1) and then the user tries to enter ELMS from the 
           keyboard all seems fine, ELMS screen is painted but no 
	   prompt is ever seen again in hangs.

	3) If you try to stop ELMS via ELMS$SHUTDOWN, it hangs at
	   '$ ELMS STOP NIMUX'.

Further background, system is a 3300 running VMS V5.2.  ELMS$STARTUP
commpletes with no errors, and the elms$nimux process is hibernating 
as expected.  The user account is fully privilaged.  All logicals are
correctly defined, all files are present have the correct protections.

One key point point if the code was available, what happens between the 
ELMS screen being painted and the prompt being displayed.

The first customer that reported this simply installed ELMS on another
CPU, it worked fine so he did not wish to pursue the matter.  The current
customer does not have this option, he only as access to the 3300.

Any help, advice, or solutions gladly accepted.

    ANswer was received via Mail, and thought I would share the answer.
    
    ELMS and RBMS both require that the RIGHTSLIST.DAT file be present
    and readable to the application.  Both IVP and image activation will
    hang if it is not there and readable.
