I think that in a traditional sense, that network activity LEDs usually indicate activity on Rx. This doesn't preclude that the RX line of the isn't also able to "hear" its own adapter transmit. I'll defer to Larry for specific exceptions in adapter cards, but for almost all other forms of network interfaces (bridges, repeaters, concentrators mau's etc.), network activity LEDs are tracking Rx network activity.
