     Just like (almost) everyone else, I find this "no comment" stuff
frustrating (well, infuriating might be a better word).  But that's how
it's been done in the past, that's how it'll be done this time, might
as well sit back and enjoy it. . .

     So I figgered, let's turn it into a puzzle.  You know, like

	you meet two strangers at an unlabeled fork in the road

	one always lies, one always tells the truth, but you
	don't know which is which

	you want to know the way to LaLaland & both strangers
	know which fork you should take

	what 1 question can you ask to find out which way to go?

(I don't mean to imply that this is a direct parallel to the current
situation, which would be a rather rude assumption.  This is just an
example of the general type of problem - one where some kinds of
information can be had & others can't.)

     Likewise, with the DCU election, we might try to find out:

	what kinds of things are confidential?

	why are they confidential?

	what questions CAN which people answer?

	what questions are which people LIKELY to answer?

A partial answer to the first two can be found in 819.0, where it's
implied that some people who are not DCU outsiders are bound to
confidentiality in some matters concerning the DCU.  I imagine that
any lawyers out there in the audience could take us a few steps
further, just on the basis of experience.


N.B.: Some'll see evil intent lurking in the election thing & others'll
      see honest difference of opinion & still others who-knows-what.
      There's plenty of room for that in the other notes.  Let's just keep
      this one light.

Another interesting possibility in 819.0 is that people who are DCU
outsiders may sometimes release information that cannot be released by
some people who are not DCU outsiders.

How much information is there to be had through this channel?  What
things are in this category of can-be-released-if-seen-by-DCU-outsiders-
but-not-by-persons-bound-by-confidentiality?
