        Seems that  our  Digital  Credit  Union board (with a couple of
        notable exceptions) are at it again.
        
        In spite of a clear  mandate  from the electorate against "user
        fees" in the last special meeting  and  subsequent  election to
        oust  the old board, it's reported that  user  fees  are  being
        imposed on a selective basis - so-called "relational  banking";
        a  closed  session  decision,  unreported in the April minutes.
        This  in  spite  of  having  exceeded profit goals.  It's  also
        rumoured  that  the fees are designed to cover monetary rewards
        or bonuses  to  the  DCU staff - I don't know the truth of that
        one, but it  does  seem  to  be  time to add SMAUG::DCU to your
        notebook and make your  voice heard if you use the DCU and care
        about being levied with "bank"-type charges.

    Several of the changes to the Bylaws that we've been trying to get through
    the NCUA, were passed recently so the Bylaws have changed.  Depending
    upon what section you are interested in, the copies at the branches may
    or not be accurate until new versions can be sent to them.  Getting a
    copy from DCU HQ is probably the best approach until they get sent to
    the branches.

    I also got a phone call from Julie to discuss the points I brought up
    in my letter to the BoD. I told her I disagreed with the rationale the
    BoD used to justify the fees and the way in which they did it, so I
    hope they deem that a complaint.

Of course you're not the only one who registered a complaint...  Julie also
called me several days ago and I made my opinion clear that I was opposed
to the new fees and DCU's definition of "relationship".

It is blatantly obvious to me that Chuck C. wears the pants as far as
running the credit union.  What he wants, he gets.  The "no complaints" line
is simply a smokescreen as they circle the wagons at headquarters.

    I had not previously called Julie, but she did have a copy of the
    letter I sent to all directors recently, denouncing the new fees.
    See called me twice, on 22-Sep and 23-Sep, in regard to that
    letter, to see if she could "answer any questions".
    
    So, when she told you she had no complaint calls, she may not have had
    any "calls", but she was well aware of at least one letter (and I
    suspect quite a few more than one) unequivocally condemning the
    decision to introduce the fees. That one complaint may not have been a
    phone call, but it was in front of her in black and white.
    
    I did talk to her on the phone today. During our conversation, she
    seemed very eager to "answer any questions" I might have. There was
    nothing in my letter that even remotely resembled a question. I
    reiterated that I was opposed to the decision by the directors and
    management to impose the new fees, and made it clear that if she was
    keeping count, I would like my opposition to be so registered.
    
    Perhaps, to remove any doubt within the DCU communications department,
    anyone who disapproves of the new fees should phone Julie as well as
    contacting the directors. Her number is 223-6735, extension 343.

  Ok... Since we have new bylaws...  What is the requirement for a special
meeting petition?  How many signatures??  I thought that was one of the new
bylaws changes.

    I don't have the latest copy in front of me and to tell the truth I
    can't recall where exactly that one ended up because it was done many
    months ago since it was a standard bylaw change vs. a non-standard
    bylaw change.  I just *gotta* buy more memory!  8-)
