663.0. "DCU and Digital's deduction changes out of sync" by MEMIT::GIUNTA () Tue May 04 1993 12:27

I've just run into a situation with DCU regarding changing my deductions, and
am wondering if anyone else has come across this, and why it can't be fixed.
A few weeks ago, I changed my weekly deduction to be increased by $20 so
that I could have $20 go into one account and $20 go into another one instead
of the $10 each they were getting weekly (I have twins, and this is money
for their college). It seems that once I made the change, the DCU changed
its records, and forwarded the change card to Digital payroll so that my
check could be changed. Now, it seems that DCU is aware that it takes
Digital some time (a week to 10 days is what I was told) to implement this
change, but since the DCU has already changed its records, it now allocates
the money according to the new scheme whether or not the money is really
there. In fact, what happened is that the first account got the new $20
deduction, but since there was no money left after that, the second account
got 0.

It was explained to me that since there are over 86,000 members, it is not
possible to keep track of all the changes and to be on top of when Digital
decides to implement the additional deduction. I don't understand why the
system cannot check to see how much money was deducted, and if it's not
the new amount, do the old deductions. Or some sort of flag goes up when
the new deduction has started, and the DCU implements the new allocations
then. I can imagine that if it were my checking account that got shorted
due to this method of handling changes, and if I had written DCU a mortgage
check on those funds that had always gone there but weren't there now, they
wouldn't take this as an excuse for bouncing the check. And I really
felt like the DCU rep was blaming me for their misguided applications -- like
I was supposed to know that they couldn't handle coordinating additional
deductions.

I was told to write a letter to the rep and that she would forward it to
someone who does the data processing, but since this was the same person
who kept telling me that they couldn't cater to each and every one of the
86,000 members' needs, I wasn't real confident that my complaint would
go anywhere other than the circular file.

Is this something I should complain to Chuck about?

Thanks for posting this message. I have noticed that every time I change
my deductions, it's always screwed up for the first week, but I could
never figure out why. I would have thought that the DCU could arrange
with payroll to have the changes take place at the same time. Can't
payroll be consistent about when such changes are performed, and if it
can be, can't the DCU match up with that?

	Enjoy,

Or more simply put it into the DCU system to know the fact that the
Digital system is a week behind theirs, so that the changes don't take
effect right away, rather they wait a week then take effect...

    Or is that too simple? Time = Time + 7 * 24??

    RE: Note 663.0

I've never made a change to two accounts at the same time that ALSO
changed the payroll deduction. However, this "sync" problem has existed at
DCU since I joined as a charter member.

My work-around is simple. I follow my own simple rules:

    	1) Make one change at a time when payroll deduction will also change.

    	2) ALWAYS list the account being changed as the LAST account on the
change form from DCU. Don't use their premarked entries, clearly make
your own fo rthis LAST account.

This assumes that usually, DCU folks put the deduction form into the
computer system in the order it appears on the form and the computer
disburses it in that same order. This assumption has held for MANY years.

For adds, week 1, the last account on the form comes up short since DEC
has not caught up. Week 2 the additional payroll amount is deducted from
the pay-check and the last account now get its money without messing up
    the other accounts.

For subtracts, week 1, the "extra" money goes into the savings account
associated with your badge number. Week 2 the deductions catch up and
all accounts get the exact amount.

Why does the savings account get the "extra" money you ask? As best as I
have figured out, payroll deductions are made 1st to the base savings
account, then disbursed to all other accounts/sub-accounts associated with
the employee's badge number per the DCU deductions form.

    Enjoy!

663.4thanks for the hintMEMIT::GIUNTAWed May 05 1993 09:3212
Thanks for that suggestion. I'll try to remember that for the future.

I have not run into this problem before because even though I have
changed more than 1 deduction at a time, the last time was to add
these 2 accounts, so since they weren't getting any money to start
with, I didn't run into this time lag.

I'll put a copy of your strategy with the copy of my last deduction
change form so that the next time I do this, I'll be able to make sure
    it gets done correctly.
