    My name is Mark Zimmermann, PRIMES sales support, COP-3/4.  I am
    interested and available to collect signatures for petition candidates
    to the BOD of DCU.  Those of you in the DC area will note that we have
    several facilities.
    
    Per the Orange Book, I am not allowed to collect signatures in work
    areas.  Also, because the cafateria in DCO is open to customers, I am
    not sure I would be able to collect signatures there either (it might
    express the wrong message to our customers).
    
    Therefore, I will try to make the petitions available on request.  If
    anyone in the DC area is interested in signing a petition, please send
    me VAXmail to PRIMES::ZIMMERMANN, and reference BOD in your subject.  I
    will read these messages, and get back to you on my own time.  If
    anyone has any ideas about collecting signatures (lke some off-site
    location), please let me know.  I am willing to take vacation time
    (since I am approaching my max anyway) to be accomodating.
    
    Also note, that there is a Feb 19 deadline.

Several people at a couple sites have asked their local laison regarding
permission, and have received consent.  Several others have not asked
permission, but will be collecting.

When the Special Meeting petition drive was afoot, I collected signatures
at HLO in the cafeteria during lunch time and was unchallenged with regard
to propriety of my actions.

    All signature collection is done within the restrictions of the 
    Orange book.  The Orange book is not a "local" document and its
    policies & procedures should not be up to various local
    interpretations.  I discussed signature gathering at length with Roin
    Glover prior to the Special Meeting petition drive.

    This may be true in a perfect world, but in reality the Orange Book
    leaves itself open for interpretation using the "Do the Right Thing"
    philosophy.  As has been pointed out a few times in here "Business
    Reasons" can have several interpretations.
    
    I made the "contact local personnel" suggestion because I think some
    people may be reading a little too much into some of the policy
    statements.

I think it's an excellent suggestion.  Although I don't believe that we
need *permission* to gather signatures in the cafeteria during lunch, I
feel that it is appropriate to inform personnel, the site manager, or
whomever is appropriate and resolve any concerns about whether the
activity will be disruptive or inappropriate.  And besides, why step
on any more toes than we have to?

    I thought I asked the right person when I asked Ron Glover, the person 
    in the know on this kind of thing.  He mentioned nothing about asking
    each site personnel rep.  If it's a corp. policy, one would think it 
    should have a corp. interpretation (thus asking Ron Glover).  Otherwise, 
    the local site personnel reps would be in for a lot more work.

    What I didn't know was if any of the folks expressing trepidation about
    how to go about gathering signatures had asked the folks in the know. 
    We heard a lot of what if's, but now that we know someone has talked to
    Ron Glover and have his OK I guess we can put this to bed.

    It's the end of the first day of signature gathering, and we've made an
    excellent start, but the candidates still need to collect a lot more
    signatures to attain the 500 mark (plus enough extra to cover any
    signatures rejected by DCU).
    
    Note 442.12 contains the list if sites where signatures will be gathered.
    Note that there will be instensive activity both tomorrow (Wednesday,
    05-Feb) and Thursday (06-Feb).

    Any sites not mentioned in .12 have not been staffed to gather
    signatures. Anyone wishing to staff those sites should contact Phil
    GUFFAW::GRANSEWICZ. Anyone who can't get to a collection site can print
    the petitions in WLDBIL::DCU$PUBLIC:PETITION_FORMS.PS, sign them and
    return them to the candidates at addresses listed in
    WLDBIL::DCU$PUBLIC:PETITION_INSTRUCTIONS.TXT.

    It's up to the candidates themselves if they want to post their
    individual totals. But of the 9 original petition candidates all 9 now
    have over 800 petition endorsements. One even has over 1000
    endorsements. There are several other candidates who got on board late
    who have less endorsements.
    
    So the bottom line is that when ballot time comes there will definitely
    be some REAL choices as against MORE choices.
    
    It is pretty likely that the petition candidates with over 500
    endorsements will meet this week and decide whether all or only some of
    them will run.
    
    More information will be posted here as things unfold. I personally
    would like to thank all of the petition signature gatherers for all
    your hard work. We're definitely now on our way to getting a board of
    directors that truly represents the wishes of the average member.
    Next election time we hope DCU will see fit to put in place a real
    nominating committee rather than an appointment committee. If they'd
    done that this time everybody would not have had to spend their time
    given the membership some REAL choices as against MORE choices.

    The candidates have received counts of the signatures collected
    in their behalf. For myself I look forward to releasing the total
    that I have. However, there is a conservative streak in me that
    resists counting those petitions as "real" until I have them in
    my hand. The reports are of over 800 names and that makes me feel
    better. And relieved. And grateful.

BTW, I believe I have approximately 930 signatures.

We were concerned when we started this thing we would not have enough
qualified people to run. Now, it appears we have too many in the sense that
any more than 7 people dilute our chances of any of us winning. Having, say,
15 people on the ballot (I don't think we have *that* many) would be shooting
ourselves in the foot. Personally, I think more than 9 would be catastrophic.
I think 7 would be the best.

Would anybody object if there were only 7
petition candidates on the ballot even tho they signed for more? Remember,
this is our one shot at recovering DCU. If we succeed this year, subsequent
elections will be more open and folks will have a better chance. If we
fail this year, DCU goes back to being a bank. This year is pivotal.

I'm considering withdrawing mostly because it's not fair for me to ask/expect
somebody else to withdraw unless I'm also willing to consider withdrawing.

Note there are other important tasks for which good people will be needed so
even if people don't make it to the BoD, there is the opportunity to do
other tasks. For instance, there is the supervisory committee, the credit
committee, etc.

As Bill noted previously, the candidates and any other interested parties will
be meeting this week to try to hash out what the right number is and to find
an equitable method of arriving at that number of petition candidates. This
process will of course be voluntary.

Paul,	I hope you and the other petition candidates make this decision
	AFTER the petitions have been "validated".

	Not to appear paranoid, but I would not be terribly suprised
	if a large number of petition signatures were ruled "invalid"
	for one reason or another.

	As for having too many candidates, I'm not sure that this
	dilutes the vote. The results of the election will still be
	based upon those 7 candidates receiving the highest vote
	totals. Given this methodology, it's hard to "dilute" the
	voting process.

Patti D'Addieco is supposed to get back to me with the answer to the question
whether a candidate may withdraw after submitting signatures. She has not
answered that question yet.

I agree with your concern, but I think if we have 900 signatures per
candidate, it would be difficult to disqualify over 400 signatures. And if
they were to invalidate that many for pickey reasons, we could just do the
whole special meeting thing again and I think DCU knows it.

By "diluting" the vote I meant increasing the chances that a nominated
candidate will win. One of the reasons we're going to all this trouble
to help get petition candidates on the ballot is because we don't trust
the nomination process (for reasons documented elsewhere in this file).
I've heard that a couple of the nominated candidates
are good, others are not good (the incumbents, among others), but we just
don't know. Remember, many members still don't know what the issues are,
and DCU won't tell them.

    Ironically, having a candidate willing to withdraw in the interests of
    better serving the interests of shareholders is exactly the type of 
    candidate I'm willing to vote for.  I have every reason to believe that
    Paul (and others) are sincere about this.  I'd feel bad if any
    candidates felt pressured to withdraw by others.  At any rate,
    regardless of how many run, I plan to vote for the 7 that I think are
    best.

I appreciate what motivates Paul to volunteer to withdraw.  I agree that
there may be a valid case for limiting the number on the ballot.  However I
would hate to have this decision be made precipitously by those most
willing to sacrifice themselves for the common good.

If the petition candidates are planning to have a meeting to discuss
strategy for going forward, then it makes for them to discuss some
withdrawing, and a process for deciding who should withdraw.

I just don't want to end up with a slate consisting of those least willing
to withdraw - IMO that isn't a very good selection criterion.
