I got a callback from Patti D-Addieco today in response to my questions of
yesterday concerning the petition process.

First, we can, if we want, generate the petition form in postscript and send
the form electronically provided that all the text from the original form
makes it to the electronically designed form. In other words, the generated
copy must look like the original. She cautioned me that if anybody wants to
do this, he/she should understand the Digital personnel
policy in the area of use of company equipment for non-company purposes.

Second, the candidate's signature at the top of the petition may be a copy,
but the member signatures (20 per page) must be original.

Third, they will be checking signatures on the petitions against the
signature cards on file at DCU. However, they will not invalidate signatures
on the basis of signing with a middle initial and the signature card not
having a middle initial and that sort of thing. In other words, they want
to just make sure the signature is from the person, not necessarily that it
*precisely* matches the signature card.

    From what was said in .0, it sounds to me like the signature
    verification will be to verify that the person signing is a member of
    DCU and not whether or not the i's were dotted and the t's crossed.

Re .4:  Yes, that was the sense I got. We need to have some extra so that
	signatures DCU could legitimately question will be covered. If they
	were to invalidate lots of signatures, I think they know we could
	go thru the whole special meeting process again and I have to believe
	they don't want that to happen again.

Re .3:	Good question - I forgot to write that up in .0
	Yes, you may sign a petition from each candidate once. So if there
	are 7 candidates running by petition, you may sign all seven.
	But you can't sign a single candidate's petition more than once
	or I'd imagine they'd invalidate your multiple signatures and keep
	only one (per candidate).

I am willing to collect signatures here in MET for anybody who can get a
blank petition and a statement/bio to me.  I will NOT be able to make the
party next week.  Given the above, I would be pleased to receive this info
via email.  (However, I also have no objection to paper - I just can't pick
it up from all over the place.)

I don't know what the impact of this is.  Clearly this isn't for-profit
activity.

I presume the candidate's signature can be added to the petition *after*
the member signatures - for one thing there is no way to verify which came
first.

	I'm not sure if this is the right place to ask this, but for 
	some time, I've been wanting to learn more about Postscript 
	files, and the software DIGITAL has for creating and printing 
	documents using postscript. I think it would be good,
	both to me as a software engineer, and to the company, if 
	I was more competent in this area. I was wondering if there
	is someone in ZK who might be interested in showing me how
	to create and print original documents of various types
	using postscript?

Try REGENT::POSTSCRIPT.  There may be more help there.  There are also the
infamous Red, Blue, and Green books.

    	Oh, I just love that comment cautioning about using Digital
    resources for non-Digital activities.  Remember, DCU is _not_ part of
    Digital and so doing something for DCU using Digital's systems is
    technically not allowed.  I'd suggest not using postscript but rather
    taking one of the petition forms to a local copy shop (_not_ a Digital
    photocopy machine!) and make copies.  How much do you trust the current
    board to accept "illegally made" petition forms given all the crazy
    things that have happened in the last 6 months?

    Hmmmm......  Does this mean DEC's Treasurer won't be issuing
    candidate endorsements via DEC LiveWire one week before the election?

	I would be very surprised if this happens this time. Very surprised.
	Given that others are being limited there is a very real risk to
	the company if the rules aren't handled evenly.

	Truth be told, since the DCU is is Digital benefit, I consider 
	activities involving maximizing my utilization of a Digital
	benefit to be a proper use of company equipment, for
	company related purposes.

I called Patti D'Addieco this afternoon, with a list of several questions
about how petitions will be handled.  There are some ambiguities and conflicts
between the petition forms and the Bylaws and Official Election Guidelines.
Since it would be best to have everything clearly understood before the
petition drive starts, I thought it would be worth the time to make the phone
calls.

The official "Petition Candidate Certification" form contains language which
authorizes "DCU to make such credit inquiries as are related to my petition
to run for DCU's Board of Directors".

1)  I asked Patti, "What criteria will be used with respect to those credit
    inquiries?  It doesn't really say what's being signed for there..."

    She said, "It's a basic credit check."

    I asked, "How would that be used?"

    She said that for a $380M credit union the Nominating Committee "has to
    know [that a candidate] is a responsible person".

    I then asked again what criteria would be used, and what would happen if
    a "bad" credit report came back.  Patti said, "That's never happened
    before.  That's something the Nominating Committee would have to address."

    She promised to get back to me on what criteria would be used.

2)  I then asked, "What would happen if a petitioner turned in a petition form
    along with a bunch of petitions, but did not give that permission [with
    respect to authorizing a credit check]?"

    Patti said she'd have to find out the answer to that as well.

The other questions (whose nature you can probably guess) depend on the
answers she's given me so far, so I'll ask them later.  Stay tuned.

For what it's worth, I feel the same way, Tom.  For instance, in .16
I mentioned that I called Patti.  I used the phone.

She has a DTN, after all.
