I'm new to this Conference and don't know if this has been discussed
before but I have a question about ATM cards.
I am a DCU member working and living in Vermont. When the changeover
was made from Monec to Cirrus, no banks in the entire state of Vermont
handled these cards. In addition, the BTO plant is unwilling to
share in the cost of installing an ATM on site.
This makes our ATM cards useless unless we wish to travel to New
York, Canada or New Hampshire. For a plant with around 1,000 employees,
I don't think this is right.
What is DCU doing about this and what can DCU members do to bring
about some action.

There was some heated discussion of this in the DCU_OLD, but
I suspect it got lost when the disk got corrupted.
Anyway, if you can't get local site management to work with
the DCU folks to get an ATM on-site, then you might spend some
time working with the DCU folks to find out whether your cards
really work with one of the other networks that IS supported
locally. It's not uncommon to find that there are links that
allow access that simply aren't advertised. This is a side
effect of the status of the EFT marketplace, and falls outside
anything that is easily managed by the DCU.
There were also contributions from some conference participants
about working with site management and the DCU to get an ATM
installed; I forget which facility they referred to, but you
might get some helpful pointers from some of the people who
were involved.

Thanks for the suggestions.
In answer to some of the points raised, there was a cross-over time
when some of the banks would accept our ATM cards....but not anymore.
Regarding BTO funding, the answer is a flat NO for installing a
machine on sight.
Since the Bank of Boston now has something to do with one of the
state banks in Vermont, I would think that some provision could
be made to support our cards. I'm not sure which one of the following
are now affilliated with the BoB but this is crazy:
Vermont Federal
Bank of Vermont
Vermont National
I was always told that "x" amount of people had to work at a sight
for an ATM to be installed. Then I see one installed in Tewksbury
which has about half the population of the Burlington site. Local
DCU employees respond by saying the Plant owns this issue and the
Plant says they can't afford it.
Sounds like a catch-22.

You might try calling Bank of Boston and trying to find out
from that end which, if any, banks in Vermont are on their
network.
Alas, there is still a lot of "intrastate" banking legislation
in place, and it impacts organizations (such as the DCU) that
wind up doing business in multiple states.
As for BTO not being able to afford an ATM, it's certainly
true that the cost would probably be much higher than the cost
closer to Boston (due to the cost of telecommunications), but
the "we can't afford it" sounds more like an excuse than a
reason. It's probably the case that there are other things
that have higher priority. You might try to find out when
the last feasibility study was done (if one ever was), and
what the costs would actually be (both as determined by the
study, and at the current time). It may be the case that the
economics of the situation have changed. Also, you need to
find out how many BTO employees would benefit from an ATM on
site, since if very few employees would use it, it doesn't
make sense to install it for the benefit of those few.
Also, you should note that using only the DCU may not be the
best banking solution for you personally. You can probably
get your pay split-deposited into the DCU and another, local,
bank. (I do this now -- a fixed amount gets deducted by the
DCU each week, and the balance goes into a joint account that
my wife and I use for all our household expenses.)

In Tewksbury, we do have sufficient people to warrant an ATM. We also had the
support of our personnel department. What we did not have was a branch office
of DCU. I don't know if this might be affecting BTO management's decision.
Sounds like the thing to do is to poll the BTO people and find out how many
people really want ATM access (as in signatures on a petition). Then go to
your personnel office with it, and ask for their support.

Why are you continuing to use DCU when they deny you access to
your money? As someone stated earlier, there are plenty of banks
more than willing to give you an account AND an ATM card that you
can use locally to you.
