    Are ATM transaction fees necessary (or reasonable)?
    
    Having just joined the DCU, I understand that there are fees associated
    with making withdrawals from network ATM's, but no fees for DCU
    ATM transactions.  At $1.00 per transaction, one network withdrawal
    per month obliterates the DCU interest differential for a significant
    sum of money, thereby eliminating one of the primary benefits of
    banking at DCU in the first place. 
    
    Another credit union I belong to (different state, part of CIRRUS
    network), charges no fees for cash withdrawals or transfers at network 
    or CU-owned ATM's, but does charge $.50 for balance inquiries from 
    network ATM's.  Since getting cash at any time is the primary reason
    for using ATM's, it seems appropriate to me that secondary information,
    i.e. account balances, should be the more costly transaction, given
    that some fee income is required.  I should point out that interest
    earned on this CU's share draft account is based on the balance
    at the end of the month, not "day of deposit to day of withdrawal,"
    and is credited monthly.  
    
    Would DCU members rather have no-fee network withdrawals in exchange
    for "day of deposit to end of month" interest accrual? Or, keeping
    day of deposit to day of withdrawal interest accrual, perhaps
    network ATM users would receive a slightly lower rate for that month,
    say .1% lower on an annual basis?
    
    Would DCU affiliation with CIRRUS affect your first two answers?

    DCU operates a 24 hour/day touch tone service that allows up to
    do any kind of balance, and most transfers.  Other transfers can
    be done with another 800 number.  So there should be no need to
    
    walk up to an ATM to do this kind of activity.
    
    However, for members who work in *any* plant that doesn't have an
    ATM nor branch, DCU should allow up to xx (10?) free cash advances
    from an ATM machine from another network.
    
    I say that from an unbiased outlook.  I have both a branch and an
    ATM machine available.  But I've been unfortunate enough to work
    at a plant once that had neither.

    The network charges DCU a fee which is at least $1. So the cost is
    simply being passed on, and DCU may be absorbing part of it already.

                If you are in the local (greater Maynard at least) area,
        the DCU ATM's don't charge a fee. If you go to one of the ATM's
        which is connected via another bank, then you are charged the
        fee. I suspect that your ATM is really serviced by a local bank.

    I work at the burlington plant and we did have the use of gitting
    money from a machine at soom banks but,they just stop us.
    If any one can tell me why fell free to do so.
    Also I told that if the machine didn`t make contact with your bank
    you still pay the $1.00 fee.

        Basically, the DCU doesn't own the ATM network.  It is just a
        subscriber to a network owned by other banks.  When the owners of
        the network decide that it's not in their best interest to provide
        certain interconnections to other networks, then the DCU can't
        force it to happen.  Since there's more than one ATM network in
        the area where there are the most DCU members (eastern
        Massachusetts and southern New Hampshire), the DCU pretty much has
        to pick a network that provides a reasonable level of service to
        the maximum number of members, and hope that not to many of the
        members who are not well served by the choice will be so upset
        that they'll move their business elsewhere. 
        
        As for transaction charges being made when no transaction was
        completed, that would be kind of like the telephone company
        charging you for every time you try to call someone and get a busy
        signal.  I very much doubt it.  (But you might get charged if you
        try to do a transaction that isn't supported, since the network
        sends the request to DCU, which then rejects it.)

    Your right. Up until 6 moths ago, our DCU Easy Cash cards would
    work at Merchants and Bank of Vermont ATM's. These ATM's were run
    by MONEC. MONEC went out of business and DCU aligned itself with
    CIRRUS. CIRRUS is not affiliated with any bank in the entire state
    of Vermont.
    
    The local DCU branch office in BTO has no control over this. Concerns
    have been raised with the home office but, perhaps since the number
    of people concerned is so small, no action is planned.
    
    I have personally written to the Burlington Personnel Manager
    requesting that a study be done to have an ATM installed on sight.
    DEC must bear the cost of this. I have not received a reply in over
    4 weeks.
    
    Options you have are as follows:
    
     1) Establish an account at a local bank which has an ATM and use
        it.
    
     2) Draw plenty of cash on Friday before the weekend.
    
     3) Travel to Quebec or New Hampshire to use your DCU card.
    
     4) Join me in putting pressure on the Burlington Personnel manager
        to have DEC fund an ATM in the plant.

    WELL, RICH WROTE BACK IN APRIL ABOUT THE LACK OF ATM SERVICE IN
    VERMONT .... WE'VE BEEN A YEAR WITHOUT IT AND STILL AREN'T

    Nancy - is that you? - you can use your DCU card at Vermont Federal
    bank locations around the state. There are lots of them in Chittenden
    County.
    
    Problem, though, is that you can only withdraw cash from the Fed
    this way. DCU ATM's allow you to check balances, transfer funds,
    etc, all free of charge.
    
    As I noted in .6, the only way you can get an ATM in the plant there
    is to get the Plant Staff to agree to pay for it's installation.
    DCU will administer it's use but the cost of the installation must
    be borne by DEC.
    
    You have about 850-900 employees there and I would guess 500-600
    of them have accounts at DCU. Assuming that spouses are also issued
    cards this affects roughly 1,200 people. Petition the Personnel
    Manager and get as many signatures as you can. Feel free to mention
    the memo I sent her in April.
