Bheeman,
The latest code takes the skel dir files, copies them to the user's directory
and then unconditionally sets them to 700 (rwx). This is broken since
only things in the skel dir that are already set to +x need to have +x
in the user's directory.
I think that the behavior should be that we literlly preserve the permissions
exactly as they appear in the skel directory cause this is how
the sysman set up the files.
