There are some special hooks in install for T3.0 EFT1 to try and catch this
problem. Did the user ignore the message box which tells them there is a
sometime wrong with tlcvtvu.ini and to please send in the .old file?
If you ignore this an install again... the .old file gets blown away.
The work-around is to delete tlcvtvu.ini and install again; but don't do
that until you send in the bad one so I can track down this bug.

The user didn't get a message box telling them anything was wrong
and I believe we still have the .old file so we'll send it in.
We renamed the tlcvtvu.ini but the new one was set to NumConverters=0
that's why we copied one from a good T3.0 EFT1 install.

| OK, please include a directory listing of the cvtvu directory.
The .old file will only be useful if it was saved after the first install
failed. They must have tried to run the install again at some point, this
would leave a backup copy of the broken cvtvu.ini rather than the one which
was working with tl2.7.
