I just saw a notice in Cruising World.

Starting in 1999 the Coast Guard will not respond to Channel 16 distress
unless you are using a DSC VHF.  They are receiving too many false 
calls.

I guess with the DSC identifier going out, they expect to reduce this.
I am not certain how this makes a significant reduction.  Even if I buy a
DSC VHF and register the id number in my name, once the radio is sold to
someone else you once more have an unidentified signal, just like now.

Is Cruising World premature?

Also Cruising World stated that the VHF license fee is being dropped.
Sanity prevails somewhat.  Trouble is, they already got my money.

My understanding is that your VHF will now be liscenced "by rule". The revision
can't take place until sometime in mid July due to the need to submit a proposal
for comment for a time period of 2 months. The liscence by rule is temporarily
enacted until the official ruling can be established. Liscence by rule applies
to all marine stations not required to carry the equipment and covers Marine
VHF, radar and EPRIBs on vessles not making international voyages. 
	I understand that if you have applied for a liscence in the last few
months your application is on hold and your money will be returened (Probably
after the official rule). As for those who spen $115 last season for 10 years, I
don't know what their situation is. 

	But for the time being, if you don't have a liscence, you don't need to
get one to transmit legally. You do however have to abide by all the applicable
rules for vhf communication. 

	I know some people who lived by this rule for several years now already.
