| No license of any kind is needed. (Sometimes this becomes all too obvious,
when observing other boaters out on the water :-)
Insurance companies like to see some evidence of experience before insuring
larger boats. Usually, a short summary of your sailing experience is adequate.

-Or, from the other angle, if you provide an insurance company with
proof of education or experience, you get a break, albeit small.
I use that to bring people into the basic Power Squadron course;
several companies offer 5-10% cut on the rates.
Has anyone heard of a rejection of insurance due to no experience?
A mandantory class on rules and common sense would be kinda neat!

There are in fact license requirements for private power boats in
a couple of places on inland waterways. Florida requires licesnes
for kids under 16. NJ has implemented boat licenses for all ages.
I'm not sure if it is actually started yet though. I hold a Valid
NJ BOAT LICENSE.. (GRIN) it says so on my valid NJ Drivers license.
(IE: BOAT & AUTOMOBILE OPERATORS LICENSE) Additionally, As I
understand it NY and CT are considering such laws. So anyway,
ther are some areas that do require licenses on private boats...
But to be honest... not much enforcement is carried out....

Well, yeah, lakes and communities ARE examples of overgovernment.
Actually, that under-16 law also exists here in Mass., but (whew) only
for powerboaters. I dread the day when 6-year-olds get mailed a tax
bill on their scruffy old hand-me-down Turnabouts/Fireballs/etc.
And, licencing IS well on its way. Not for bringing skills out on
the water, only for fee collection. I heard CT wanted $50-75 per year
for their licence, and that was struck down... anybody have the scoops
out there?

As a matter of fact... Just for giggles I went to the
NJ DMV one day and asked what it took to get a Boat
operators license....
About 5 minutes, $10, and no-brains or experience...

I can't believe they don't at least make you take a
short written test about common navigation rules....
