We tried to register our boat with the state this week and got push back from
a new law that went into effect on May 1st.  

All boats with identification numbers that are less than 12 numbers must be 
inspected at one of a designated list of locations and then given a 12-digit
id. number.

Another revenue producing scheme, on top of a 5% SALES tax!  The Boston Registry
has a nifty set-up--pay the sales tax FIRST (in CASH only) and then register
the boat.  

In other words, the state has my money, but I don't have a registration for 
my boat yet!

Has anybody else experienced this rip-off?

    What you did not make clear is the law is for titling of boats.  This
    law is to protect the buyer from purchase of a stolen boat, something
    which happens too frequently.  The state of Rhode Island also has
    titling.  Boats manufactured before a particular year, sorry, I can't
    remember which one, do not have the currently acceptable number of
    digits which help id the vessel.
    
    Being the owner of an expensive boat, I am supportive of the efforts
    for the states to protect the buyers.  Shortly, the "network" between
    state registers will check in other states for the id of the vessel as
    well - some states already do this routinely.

    This new titling law must be for boats purchased since May 1st. I just
    received my registration renewal form from the state. It indicates that
    I can renew my registration by mail. My boat is a 72 (pre 12 digit
    serial no.) and, when I initially registered and paid sales tax in 88, they 
    put together a ficticious 12 digit no. on the form. My boat has no
    number on the hull as far as I can tell.

My boyfriend called the Registry of M.V. and ended up driving BACK in to Boston
(from Newburyport) to get our registration AFTER being told that this stupid 
law applies only to boats built AFTER 1972 (our boat was built in 1959 and has
a four-digit id number). 

All in all, a bureaucratic nightmare.

We're supposed to register our dinghy, too, 'cause we use a 6-hp. engine
on it.  $45 dollars to register a dinghy?  Come on!

the state registers and titles boats to PROTECT you (and not to produce revenue)
...then you're either extremely idealistic, or living in the future.  

The Boston Registry of Motor Vehicles is one great big morass of paper. They 
exude impotence and incompetence.  

If you think that a stolen boat can be found using their archaic nonsystem of
bureacracy, well, then, best of luck to you.  

Better to insure that expensive boat (notice that insurance IS a bank loan
requirement) then count on the RMV.

    Yes,  just look at the record so far - How well has the Mass Registry
    of Motor Vehicles done at theft prevention and recovery for cars and
    trucks...  Give me a break!  We ought to abolish the whole stupid
    department and really save some money.
