I am trying to locate a hands-on course for off shore/rough weather
sailing. I understand that there is one available, for two weeks,
on the Pacific off the coast of Canada. Does anyone know of any
that are available on the east coast?

The closest I know of to Pacific Canada is 'Olympic Circle Sailing
School' in San Francisco. 1-415-843-4200.
I'm considering taking their Coastal Passage course which is a
five day sail.
Rhumb Line used to offer a course from New England to Nova Scotia.
I'm not sure of its status since that company has a new owner recently.
