      How can the credential cache cleanup process (sec_clientd?) under WinNT be
      configured to let expired credentials stay around longer (eg: 1 week)
      rather than the default that would seem to be less than 12 hours?

Sec_clientd on WinNT( VMS as well, I think ) has a cleanup thread
that wakes up every 15 minutes and cleans up files associated with
the expired credentials.  This value, 15 minutes, is a hard-coded
default.  Unfortunately there is no mechanism for the end-user to 
manipulate this value.  

The only way to delay the cleanup  is if you change the
credentials expiration time for the user to a longer interval.   By 
default it is set
to 10 hours, and that is why it appears that sec_clientd cleans
up the files after 10 hours or so.  I don't know if this is what you 
want.
