  We are having the same problem mentioned in .0 ever since daylight savings
  time started.  As mentioned before, we use UCX NTP to synchromize clocks 
  between systems.  This seems to work fine and the clocks are within time 
  tolerance.  

  Still, the DCE startup fails with the exact same error mentioned in .0.  As
  suggested by the product guide (troubleshooting section) I checked the logicals
  SYS$TIME* and noticed the following:

     "SYS$TIMEZONE_DAYLIGHT_SAVING" = "0"
     "SYS$TIMEZONE_DIFFERENTIAL" = "-18000"
     "SYS$TIMEZONE_NAME" = "EST"
     "SYS$TIMEZONE_RULE" = "EST5EDT4,M4.1.0/2,M10.5.0/2"

  These values seem in error but it's not surprising since we don't use
  DTS.  The manual suggests running a DTSS procedure to fix the problem which
  implies that DTS *is* required for DCE operation.

  Has anyone else encountered this problem?  Can DCE really be run without DTS?
  If so, how does one get around this problem every six months if DTS is not 
  active?
