Maybe this is due to the special legal status of international
airports being semi-international territories?
As another example, Swedish law forbids Swedish citizens to engage
in space-faring activities abroad (as well as in Sweden) without
explicit permission from the Swedish government. I wonder how far
they will go to enforce this law in case they suspect violation...
