TBV is one of the so-called "education associations"
(bildningsfrbund). These associations organize evening (mostly) group
study classes. They are substantially subsidized. There are about a
dozen of these, all associated with some very large nation-wide
organisation such as trade unions, the Swedish sports federation, the
Church of Sweden, the Temperance association, political parties etc.

Sweden has the (very Swedish, I understand) concept of a "folk
movement". This is a nationwide organisation that, beside having a
main purpose, has a heavy emphasis on the ideas of democracy and
education - often through an associated education association.
(Examples of such folk movements are the sports movement, the social
democratic party, consumer cooperatives, free churches etc.) These
organisation played a very important role in the development of
Swedish society from the end of the 19th century up to the middle of
the present century. These days their importance in furthering
democracy and education has all but disappeared.

I forgot, TBV means "Tjnstemnnens bildningsverksamhet" -
approximately "The employees' educational activity" - and is
associated with the trade union TCO ("Tjnstemnnens
centralorganisation" - The Swedish Central Organisation of salaried
    employees).

(In case someone think that the English name for TCO is weird - that's
    what my lexicon says!)
