From an early JAN issue of The Christian Science Monitor [Vol. 78, No. 21]: Sweden has offered to set up a center for monitoring world-wide nuclear blasts as a step toward an atomic-test-ban treaty. The Swedish deputy foreign minister said he welcomed Soviet statements indicating acceptance of inspections on nuclear test sites as part of a test ban, and Moscow's response to a five-continent proposal for setting up monitoring stations in various countries. If they can't even keep Russian submarines out of their waters, how can they monitor things like this? ~\~

Re: .1: Has *any* nation succeeded in keeping a modern sub out of its territorial waters? If so, would they please share the secret with Sweden.

The Norwegian Institute NORSAR (seismic research) is already monitoring Nuclear blasts. The SALT2 agreement acknowledges NORSAR's role in detection and reporting of nuclear blasts (and earthquakes). BTW - The University of Bergen co-operates with Norsar , is about to install a network of PDP11's ( .gt. 10) out in the field. These are dialed up via X.25 DECnet DLM-Circuits from the Universitys VAX or from NORSARs VAX twice a day. If 3 or more of them have reg- istrations at the same time (using sattelite clock), all data 10 min. is transferred to the VAX for processing. One of the PDP's is placed in a small shed about 2 h. Snowscooter ride from the nearest population (Hard to do pm's on). It is also quite close to the Soviet border (The Kola peninsula). There is also one out in the North sea (on an oil rig). -Bjrn. |
