    Has anyone heard of a language called CHIL or CHILL?  It is supposed to 
    be popular in the telecom space.  Does Digital have a compiler?  Could 
    it be a "C" variant?

You are right that CHILL is popular in the telecommunication circles.  I think 
that it is only popular in the EEC (mostly UK).  I think it's semantics are
designed after APL or Modula-2.

Good luck in finding a compiler.

It's older than Modula-2 and it definitely is not a C variant. Intermetrics in 
Cambridge, MA used to have a CHILL compiler. Someone in the GEM team 
used to work on that compiler when she was working for the British telecomm co.

Suspect you won't find a current compiler though.
