    There has been a question concerning the commercial availability
    of compilers.
    
    The CCITT developed recommendations for what was marketed to be
    a compiler for telecommunications industry, called CHILL (CCITT
    High Level Language). It turned out to be similar to Pascal, and
    not at all telecomms oriented (I'm not sure how a compiler like
    that could be implemented).
    
    The question is :-
    
    Is there an application of this commercially available (thru a 3rd
    party ?) that runs on the VAX.
    
    ITT (now CIT-Alcatel) developed the CHILL ITT subset back in early
    '80's, added support for IO and ASM functions, layered program-oriented
    languages on top of the CHILL syntax (supporting relational database
    access, inter-module data communication, data structure/mode access
    from libraries etc), and used this to develop telecomms applications
    (specifically system 1240). The tools have now been ported from
    IBM to VAX environments for the development chain, with communication
    to the IBM main-frame back end for the production chain.

    Some years ago, I spent several months doing an investigation to
    see what DEC should do about Chill. We spoke to a number of PTT
    suppliers (particularly in Italy) and I went to a conference in
    Denmark. Many of the PTT suppliers tried to persuade us to take
    over their Chill (subset) implementations. At that time, nobody
    had implemented full Chill. The reason for this was that Chill was
    really three languages in one: some people preferred a PL/I like
    structure, others Pascal and others Algol 68. The definition said
    that the styles could not be mixed, and so everybody implented a
    subset to conform to their idea of how the language should look.
    There were a number of implementations on PDP-11 and VAX (with PDP-11
    as target - compatibility mode for debugging). Unfortunately some
    time ago I flushed my Chill file. However, the acknowledged experts
    in this area are the Danish Datamatics Centre in Copenhagen, and
    I am pretty sure they have implemented full Chill on VAX. They market
    compilers under the name DDC International. I have just found their
