I am sorry for .0 editor problem.
I installe the DECC V5.6 on OpenVMS/AXP with the kit
DECC::DECC$KIT:[ALPHA]CC056.A;7 31752 25-APR-1997 11:42:03.00
then compile ($cc myprog) and link ($link myprog), and I get the message :
%LINK-I-OPENIN, error opening SYS$COMMON:[SYSLIB]DECC$SHR.EXE; as input
-RMS-E-FNF, file not found
Do I some thing wrong ?

The problem is solved.
It seems to me that DECC$SHR.EXE is created while upgrading VMS.
