I have just read a note in the DIGITAL notes file which talks about
"stirring up more apathy". I can't think of a word for this sort of
expression, so I haven't searched for a suitable heading to enter it as
a reply to another note. I presume the opposite would be "pouring oil
on troubled fires"?
Please give me a word so I can either change the title or move this
to be a reply to an appropriate note.

Perhaps it's an "Irish bull"? My desk dictionary defines this as "an
apparently congruous but actually incongruous expression (as "it was
hereditary in his family to have no children")
