I heard the announcer on the televised nightly news use the phrase "state-of-the-art" in a whole new context... When referring to the concept of work-fare (a welfare variation that mandates efforts to get a job as a prerequisite for benefits), the narrator called it a "state-of-the-art welfare delivery system." Who are they kidding?
