From Al Fajr, weekly edition of 20 April, 1992: The New York Times on killing of Palestinian activists An April 12 article in the New York Times discussed the actions of squads of Israeli soldiers disguised as Palestinians and operating in Occupied Palestine. "Instead of arresting activists against the occupation, the Israeli authorities are conducting a campaign to kill them, " the Times quoted Faisal Husseini as saying. Israeli authorities deny the charge. Mentioned was the case of the killing of Muhammed Turkman, as he sat in the back seat of a taxi; Turkman had been mistaken for another, wanted, man. Also quoted was a U.S. State Department report which said that the disguised Israeli soldiers are known to "have killed 27 Palestinians, many of whom were unarmed but were generally either wanted, masked, or fleeing from authorities after writing [Ed: nationalistic] graffiti." B'Tselem puts the number of killings at 70. Strengthening the PLO leadership A discussion of strengthening various parts of the PLO leadership structure, to smooth the transition in the event of Arafat's death. [Ed: a continuation of discussions which began after the recent plane crash.] Israeli soldiers kill three Palestinians this week Tareq Dukham, 27, Ayed Ishtayeh, 17, and Zakaria Qabalan, 23, were shot dead by IDF soldiers this week. Many other Palestinians were wounded, including an 11 year old in Nuseirat refugee camp. Young Palestinian victims of conflict find help in U.S. The Palestinian Children's Relief Fund and the American-Arab AntiDiscrimination Committee held a press conference on human rights abuses by the Israeli authorities. An appeal was made for pressure to be put on the Israeli government to reverse their decision to forbid Hamdi Abu Khadous, who was shot in the neck and mouth when he was 13, to travel to the U.S. for medical treatment to correct his vision and hearing problems. Other Palestinian youths receiving medical treatment in the U.S. were discussed. Proposed municipal elections aimed at derailing progress in peace talks The Israeli proposal to allow some municipal elections in Occupied Palestine is viewed as an effort to hinder the Palestinian proposal for elections for an Interim Self-Government Authority. Noted was the fact that after the last elections, the Israeli authorities dismissed and/or deported the elected officials, and had not permitted elections to be held since. Some mayors were the victims of bomb attacks by Israeli settlers. Nonetheless, elections will be agreed to if a concensus in favor of them is arrived at. Of particular importance is that the elections must be democratic and free; the Israelis cannot prohibit any individual from seeking office. Tawjihi results cause dissension As a result of the continued school closures, amounting to about 50% of the normal school year since the lower grades were ostensibly reopened by Israeli authorities, many students are failing the Tawjihi exams and cheating is rampant. The situation is described as chaotic. Community center appeals confiscation The Al Bireh community center, one of only 4 centers of its size and facilities in Occupied Palestine, appealed the IDF's order to establish a military post in the building. Affected would be a medical clinic, a day care and kindergarden, a library, and an art and dance center used by the internationally renowned Palestinian dance troup Al Funoun. Transition from Occupation to Independence The second of two articles discussing various factors in the transition period. Industry and Education were covered. Appeal for Family Reunification An appeal by the Federation of Women's Action Committees on the subject of family reunification. Mentioned were the requirements that non-native born spouses and children of residents of Occupied Palestine must post bonds of $2300 U.S. each to stay even under the temporary permit system in place, a crushing burden for many families. Many temporary permits are not renewed, forcing separation of families. An earlier agreement to ease restrictions on female non-resident spouses wed before 1990 is not always observed. Houses, trees destroyed, mosque closed IDF Gen. Yatom ordered a Hebron mosque closed, claiming "inciting materials" were found in the building. Four Palestinian houses were demolished by the Israeli authorities, one in Wad Qaddoum, and three in Beit Safafa. About 200 trees belonging to the village of Al Zawyeh were sawed down by Israeli settlers.

From the weekly issue of Al Fajr, June 8th: Gaza still cut off from world ----------------------------- The Israeli Defense Ministry has announced that it will partly lift its sealing off of the Gaza Strip on June 8th. The 750,000 residents have been confined since May 25th, a day after a Palestinian youth from Nuseirat killed an Israeli girl. The blockade prevented residents from access to jobs, universities, and advanced medical care available in the West Bank and East Jerusalem. In addition, travel within Gaza was further restricted, causing food shortages. The United Nations began distributing food seven days after the beginning of the curfew. Israeli settlers added to the tension in Gaza, as they freely moved about, unhampered by the IDF, and vandalized property and assaulted residents. The worse incident of property damage took place in Deir al Balah, where an estimated $36,000 of food stocked for distribution was destroyed. Gaza teenager dies after Shin Bet interrogation ----------------------------------------------- Samir Omar, 17, died ten days after his release from Shin Bet custody. After his release, the youth told his family that he had been hooded, deprived of food, subjected to alternately freezing and scalding showers, and beaten, most severely on the last night, when he was beaten all over his body, especially on the testicles. At his family's request, an autopsy was performed by Dr. Jorgen Dalgaard, who stated that the results were unclear, but that there were "no contradictions between the autopsy exam and the report of the boy's detention conditions." West Bank Palestinians barred from East Jerusalem ------------------------------------------------- West Bank Palestinians were barred from entry into Jerusalem by Israeli authorities on May 31st, as Israelis celebrated the 25th anniversary of their invasion of East Jerusalem. Health Plan in progress ----------------------- Dr. Ziad Abdeen, director of the committee working on the Palestinian National Health Plan discussed the commission's work, and announced that the plan will be completed this August. Implementation of the plan will go forward as much as possible even before Independence. Najah University closed ----------------------- Moseh Arens ordered Najah University closed for one week on a charge that political activities were held on the campus. University President Bahjat Sabri said the activities objected to were a normal part of student activities. President Arafat in good health after emergency operation --------------------------------------------------------- In Amman, President Arafat underwent an emergency operation to remove blood clots that had formed after his April plane crash. Doctors reported that he was in good condition, and could resume his duties after a few weeks of vacation. Many well-wishers visited, including representatives of various governments, a delegation from Hamas, and Palestinian Peace delegates Faisal al Husseini and Sa'eb Erekat. The President's wife, Suha Tawil, expressed her thanks to King Hussein, who had offered his winter resort in Aqaba for the President's recovery. Jewish Peace Lobby ------------------ A discussion of the Jewish Peace Lobby, headed by Jerome Segal, which is trying to counter the influence of AIPAC.
