Have you tried UPSAR::GATEWAYS ?  If you had done a dir/title=israel in that
conference you would have found note 673.1 which contains several BITNET
addresses for the Technion as well as other Israeli universities.  Look in
the general directions in GATEWAYS for information on how to use these BITNET
addresses.
