Drugs are not unknown in Israel, but not generally a major problem.
There are a number of reasons for this, including social pressure,
possibly lack of discretionary cash and time, and other reasons
which fall into the category of speculation. (For example, I feel
that several years of mandatory military service after High School
creates "menschen", who generally have a serious outlook on life.)
But the practical answer to your question is that drug laws in Israel
are tough, and they are taken VERY seriously by the authorities.
"Casual users" have no free ticket in the Holy Land.

Just two days ago there was a news item on the radio, here in Israel,
about two young English tourists who, were found on arrival in the country,
to have had *ONE GRAM* of hashish in their possession. They came to the
conclusion, on their own, that it would be in their best interest, to
take the next plane home rather than stand trial in Israel.
Speaking generally though, I don't think the drug problem is anywhere
near as bad as in the US, but there are still far too many people
here who are caught up in the insidious web of drugs.
