Yes, as far as I know, but beware tape! It will eventually harm the
parchment, at least if it is a thin parchment.

The best thing to do is to gently roll the Mezuzah until it rolls into
the desired size. (This should be done gradually so as not to chip any
of the ink by creasing the parchment as might happen if the parchment
is rolled too suddenly.)
Once the Mezuzah has been rolled to the desired size, wrap it in
plastic wrap (or a clear plastic bag). Tape can safely be placed on the
plastic wrap. The plastic wrap will help to protect the Mezuzah from
the elements.
Because the Mezuzah is now very well protected, the period in which one
is obligated to check each Mezuzah is substantially increased. This, of
course, applies only to the periodical check which one must do even
though there is no reason to suspect that the Mezuzah is or has become
"Pasul" (invaid). If there is any reason to suspect that perhaps the
Mezuzah is "Pasul", then it must be checked immediately even if it was
wrapped in plastc.

| Another thing, the mezuza should be on the top one-third of the
right doorpost (as you enter the house or room). It's mounted
at an angle so that the top points into the room.

| I heard that plastic is not the best for storage of documents,
photographs, water, etc.; that you should convert all your old
scrap books, picture albums, etc. to construction paper.

| Shalom,
When we got our mezuzot at the Israel Bookstore, the proprietor gently rolled
them as Zaitch described and the wrapped a small scrap of paper around them
and put the tape on the paper. The scrap was small enough to not cover the
shin which needs to be visible. When we have inspected them, we were able
to remove the parchment from the tube of scrap paper and unroll them. When
replacing, we simply rolled the parchment in slipped it back in the tube. Makes
the whole operation very easy.

| When rolling up the Parchment use a piece of waxed paper so that
the waxed paper will protect the letters. Once the Mezuzah is rolled
slide out the waxed paper. You can then wrap the Mezuzah in a small
piece of waxed paper. We had our mezuzahs check by Mesmerat Stamm
and that is how they rolled them up.

I would think that ordinary paper might cause problems due to the acid
content. Probably acid-free paper would be better.

If my memory serves me, Mishmeret Stamm uses OCR to validate
scrolls.
They may still be a client of Digital's in Israel.
