THIS CAME ACROSS THE WIRE, IT IS IMPORTANT AND SHOULD GET AS WIDE AN
EXPOSURE AS POSSIBLE.

         The following was brought to the attention of this office (the 
    Cumberland County Sheriff's Dept. - 5/26/88).  Please alert your 
    community leaders, school officials,law enforcement agencies, churches 
    and anyone else you feel will help spread the word.
    
    ----------------------------------------------------------------------
    
         A form of tatoo called "BLUE STAR" is being sold to school 
    children.  It is a small sheet of white paper containing blue stars the 
    size of a pencil eraser. Each star is soaked wih LSD.
    
         Each star can be removed and placed in the mouth. THE LSD CAN ALSO
    BE ABSORBED THROUGH THE SKIN SIMPLY BY HANDLING THE PAPER.
    
         There is also brightly colored paper tabs resembling postage 
    stamps that have pictures of Superman, butterflies, clowns, Mickey 
    Mouse, and other Disney characters on them. These stamps are packed in 
    a red cardboard box wrapped in foil. This is a new way of selling ACID 
    by appealing to young children.
    
         A young child could happen upon these and have a fatal "trip". It
    also learned that little children could be given a free "tatoo" by 
    other children who want to have some fun or by others cultivating new 
    customers.
    
         A red stamp called "RED PYRAMID" is also being distributed along
    with "MICRO DOT" in various colors and another kind called "WINDOW 
    PANE" which has a grid that can be cut out.
    
         THESE ARE ALL LACED WITH DRUGS.....Please advise your community
    and children about these drugs. If you or your child see any of the
    above DO NOT HANDLE!!! THESE DRUGS ARE KNOWN TO REACT VERY QUICKLY
    and some are laced with strychnine.
    
         Symptoms are: hallucinatons, severe vomiting, uncontrolled
    laughter, mood change and change in body temperature. Get to the 
    hospital as soon as possible and call the police.
    
         To help stop drugs, we must be informed and know the symptons
    and signs. A wise man once said you must know the three "L's" LOOK,
    LISTEN AND LEARN....
    
         Please feel free to reproduce this article and distribute it
    within your communities. Get the word out of this danger to our

    There is a story being circulated around the net, by MAIL and NOTES,
    that attempts to warn parents about a terrible drug menace against
    children in the form of LSD distributed as "Blue Star" tattoos.
    The latest version of this story says it comes from the
    "Concord/Manchester area" and is attributed to a "Cumberland County
    Sherrif's Department".
    
    This is a hoax.  It is an OLD hoax, about 15-20 years old.  IT IS
    NOT TRUE!  Note that there is no Cumberland County in New Hampshire.
    
    This particular "urban legend" is documented in one of sociologist
    Jan Harold Brunvand's books on urban legends called "The Choking
    Doberman".  More discussion of Brunvand's books and urban legends
    can be found in note 303 of QUARK::HUMAN_RELATIONS.
    
    If you receive this message, or see it posted in a notesfile, please
    do NOT pass it on and tell the sender that it is a hoax.  This is
    about the fourth time I have seen this particular hoax circulate
    within DEC in the past ten years.

    This was posted in the Christian notesfile, as well as distributed.
    I have removed all the distribution back to the source of this
    confirmation, and post it here FWIW.
    
    Supposedly, this Cumberland County is in Maine, and the confirmation
    with the Sheriff's Department was on 6/24/88, just a matter of days
    ago.
    
    Is it old news reintroduced because of new activity along these
    lines? Or just old news? I don't know. I'd be inclined to want to 
    call the sheriff's office *myself* at this point...

	This article has been extensively transmitted over the DEC
	network.  Many question its validity.  I contacted the 
	Sheriff's department in Cumberland County ( MAINE ) and 
	spoke with Sgt. Slocum. ( 207 ) 774-1444

	Sgt Slocum says the article is real.  It was brought to their
	attention as a public relations message by the American
	Legion for their endorsement.  The Sgt. also indicated that 
	they have experienced some cases of this in their area.

This particular LSD message is the exact same message (word for word) 
that I have seen several times in the past and I've only been at DEC for 3 
years. I have been told by other people who have been here longer that it 
has made the rounds about 4 or five times in the last 10 years. This 
particular message is also well documented in the book I mentioned.

No, I don't want to belittle the fact that LSD is sometimes distributed in 
this manner. However in this case, this message is in effect a chain letter 
and as such falls under DEC's specific prohibition against forwarding chain 
letters.

    The same letter word for word was distributed at my children's school
    2 years ago.  While every parent must be cautious about what our
    children come in contact with it tends to take the focus away from
    the real problems confronting us as parents trying to raise children
    today.  And since I believe that this isn't the place I will say
    no more.

    Further discussion in the NEW_HAMPSHIRE conference has mentioned that
    the sherriff's office in Cumberland County, Maine, did reissue this
    recently.  They got it from a "national publication".

    this morning.
    
    It was sent as an attachement with about 5 Management Levels above
    us, requesting that it be quickly disseminated.
    
    Personnel groups were also included on the distribution.

    There was an article about the origins of the message in the
    Boston Globe two weeks ago. Roughly as I remember the article a
    woman from Maine was visiting in New Jersey and heard that
    this was happening in Texas. When she returned to Maine she contacted
    her sherriffs office to get the warning sent out.
