DEC pulled off the test alphas off the internet because they
were afraid of foreign countries using them as supercomputers.
COCOM is some sort of treaty, were countries agree to abide by a
non-proliferation agreement around chemical/biological and nuclear
weapons.
This includes: Australia, Belgium, Canada, Denmark, France, Germany,
Greece, Italy, Japan, Luxembourg, Netherlands, Norway, Portugal,
Spain, Turkey, USA and the United Kingdom.
Now my question:
I'm curious why Ireland is not a member of COCOM. Is it because
Ireland has no chemical/biological or nuclear weapons? Anyone know?

Probably due to some sort of military alliance, if you look at the list
of countries you have stated you will see that they belong to NATO,
except Australia which is probably a member of some Pacific military
org which includes USA.

| Australia is part of a quadrapartite military alliance amongst UK, USA,
Canada and Australia, as all four have interests (possessions, etc.) in
the Pacific.
