| An IPMT was eventually opened. CFS.48164.
Once I got a full SDLC trace and a readable forced dump,
it was debuggable.
Turns out the NC-ER-ACT contained a value for Max. PIU (4K, not 0)
and the D G did not reverse the network order value, such
that 4K became 16 bytes for Max. PIU. So the SDT, was determined
to need segmenting, and a garbage PIU made it on the wire.
A test fix has been sent this morning.
